• Four (4) years experience in social or rehabilitative services including one (1) year experience in an administrative or supervisory capacity and a Bachelors Degree in Social Work, Rehabilitation, Social Services, Education, or Public Administration.
• Directly related professional experience may be substituted for education on a year-for-year basis.

Responsibilities

• Determines and administers financial, personnel, and service delivery needs in order to meet established statewide and regional program goals, objectives, and priorities.
• Oversees and coordinates case development and staff performance in order to evaluate regional and statewide programs and ensure employee effectiveness.
• Gathers and compiles statistical and financial data in order to use in preparing long range plans and ensure adherence to state and federal regulations.
• Presents workshops to consumers, providers, citizen groups, and governmental or program officials in order to enhance public understanding of the needs and abilities of people with disabilities.
• Identifies needs, develops resources including facilities and services, and writes grants in order to advocate for services and support for people with disabilities.
• Coordinates with public and private agencies in order to develop regional and statewide programs.
• Develops, requests, and administers staff training needs, regional and statewide budgets, and grants in order to ensure availability of qualified staff and necessary resources.
• Develops and recommends new and revised statutes, rules, policies, and procedures in order to improve program effectiveness and efficiency.
• Studies and researches current rehabilitation trends, practices, programs, laws, rules, and regulations in order to maintain technical expertise.
• Identifies and recommends case management tools and activities in order to assist in streamlining service delivery and monitoring outcomes.
• Interviews and hires regional and statewide employees in order to meet established goals and objectives.
• Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
