About The Position

The Criminal Justice Information Systems (CJIS) Administrator reports directly to the Chief of Police. The CJIS Administrator serves as the department’s designated authority responsible for CJIS compliance and governance. This role provides centralized oversight to ensure ongoing adherence to FBI and Texas DPS CJIS requirements, including the development and enforcement of policies, procedures, and internal controls. The CJIS Administrator also manages system access and information security for all sworn and non-sworn personnel, contractors, and vendors requiring CJIS access. This position plays a critical role in training and compliance tracking and is also responsible for audit preparation and risk management.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, Criminal Justice, or a related field. Additional experience may substitute for degree on a year-for-year basis up to four years.
  • Six (6) years of experience working with internal compliance, developing, auditing and enforcing policies in public safety.
  • Strong knowledge of FBI and Texas DPS Criminal Justice Information Systems (CJIS) laws and requirements.
  • Multi-task oriented, requires exceptional and proficient records management skills, and archive of municipal records.
  • Strong attention to detail and the ability to work in a fast-paced environment.
  • Demonstrated exceptional accuracy, timeliness, and reliability in completing tasks and meeting deadlines.
  • Demonstrated effectiveness in communication skills, including writing, speaking, negotiation and presentation/platform skills.
  • Demonstrated effectiveness in facilitation skills, time management, conflict resolution and investigation skills.
  • Exceptional interpersonal skills: ability to build strong partnerships and relationships to service training needs.
  • Critical thinking skills with highly developed technical skills in processing of municipal government needs.
  • Ability to take initiative and work with little supervision.

Responsibilities

  • Schedule and maintain appointments for background check applicants needing fingerprinting services.
  • Manage onboarding and termination access controls, ensuring appropriate authentication, encryption, auditing, and physical security standards are met in coordination with CapMetro Information Technology.
  • Ensure training completion while maintaining accurate records, and provide ongoing guidance to personnel regarding proper handling, transmission, and protections of sensitive information.
  • Function as the primary liaison between the Transit Police Department, CapMetro IT, Texas DPS, the FBI CJIS Division, vendors, and partner law enforcement agencies.
  • Support records management and data governance by ensuring criminal justice information is properly stored, transmitted, retained, and destroyed in alignment with CJIS requirements, CapMetro records retention schedules, and public information obligations.
  • Develop and enforce policies, procedures, and internal controls to ensure ongoing adherence to FBI and Texas DPS CJIS requirements, monitoring changes and implementing required updates.
  • Lead audit preparation, conduct internal compliance reviews, manage findings, and coordinate remediation efforts with IT and department leadership.
  • Operate Non CDL CapMetro vehicles in a safe and responsible manner while conducting official business and performing assigned job duties.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Performs other duties and responsibilities as assigned by Chief of Police or his/her designee.
