This role provides training and performance feedback to supervisors; monitors quality assurance reports; identifies issues; implements action plans and provides direction for further evaluation and follow-up. The position also supports staffing decisions, approves personnel actions, and coordinates program activities with Child Care Regulation Leadership. The position will ensure staffing resources are used appropriately based on workload and case load data; establishes district goals and objectives, evaluates budget requests, and assists in monitoring budget expenditures. The Program Administrator oversees special investigations and participates in licensing decisions involving revocation, injunctions and administrative penalties. The role may also conduct high profile administrative reviews, represents the agency at hearings, trials and depositions and works with local boards, community organizations, and legislative representatives and their staff. The Program Administrator supervises multiple Supervisors whose units monitor residential facilities, child-placing agencies, foster homes, and adoptive homes to assess compliance with licensing standards, administrative rules, and applicable law. They also investigate violations of minimum standards in residential facilities and homes. The position ensures that staff evaluate risk to children and take appropriate licensing actions including corrective actions and adverse actions when warranted. The Program Administrator uses sound management practices including quality assurance reports, case reviews, and other management systems to ensure work is done timely, accurately, and supports strong practice. The position evaluates the competence of staff, provides regular status reports to management, and appropriately handles sensitive and confidential information while supporting supervisors and unit staff professional development. The role may manage the program in the absence of the director for a limited period, presents at conferences, provider meetings, and represents the program with outside groups. The position requires independent judgement and initiative, and ability to work with minimal supervision. The Program Administrator routinely interacts with licensing staff; child protective services staff, residential contract staff, management staff, and other HHSC staff. It also involves regular other state agency staff, regulated operations, elected officials, legal personnel, provider organizations, the provider community, and the general public.
