SEWP VI Program Manager

TRIGENT SOLUTIONS INC•New York, NY
•Onsite

About The Position

Trigent Solutions seeks a SEWP Program Manager to own day-to-day execution, compliance, and growth of its NASA SEWP VI contracts. The period of performance is expected to start November 1, 2026. The role will be the named Program Manager of record for the Prime Contract Holder and Deputy Program Manager for the Joint Venture Contract Holder, serving as the primary point of contact for the Contract Holder Relationship Manager and working alongside the JV’s designated PM. NASA holds each Contract Holder responsible for contractual, programmatic, and order-level performance. The position is based on-site at Trigent’s Chantilly, Virginia office; local candidates are preferred. The Program Manager will maintain contract compliance, manage catalog and pricing processes, oversee quoting and order fulfillment, meet regulatory and socioeconomic reporting obligations, steward program performance ratings, and grow SEWP revenue across federal agencies. Success in the first year means maintaining Blue (Excellent) ratings for both Contract Holders while developing SEWP into a steady revenue channel. Early priorities include registering PM/DPM roles and CHOP access, keeping both websites and ordering guides live and Section 508-compliant, submitting accepted Technology Refresh files, documenting quoting processes, and training sales staff.

Requirements

  • At least 5 years of federal IT contract or program management experience.
  • At least 3 years working directly on NASA SEWP V as a PM, DPM, contracts manager, or SEWP operations lead.
  • Hands-on experience with the SEWP Contract Holder portal, QRT quoting, Technology Refresh submissions, and SCN-based order processing.
  • A track record of keeping a Contract Holder at a Green or Blue Program Performance rating and handling PMO performance correspondence.
  • Working knowledge of FAR Parts 8, 16, and 19; Fair Opportunity (FAR 16.505); TAA (FAR 25.4); and small-business subcontracting (FAR 52.219-9 and 52.219-14).
  • Experience filing eSRS subcontracting reports and managing SAM registrations.
  • Experience with multi-award GWACs and IDIQs, including pricing strategy against GSA Schedule pricing.
  • Strong Excel and data skills for building, validating, and reconciling large CLIN catalogs.
  • Excellent written communication with government Contracting Officers, agency buyers, and OEM partners.
  • Ability to work on-site at the Chantilly, Virginia office.
  • U.S. citizenship or eligibility to work with federal customers; clearance needs are to be confirmed.
  • Meticulous compliance mindset, sound bid/no-bid judgment, calm handling of government escalations, ability to hold sales staff and partners to program rules, and comfort with high-volume data work.

Nice To Haves

  • Experience managing SEWP for more than one Contract Holder or for a JV or mentor-protégé entity.
  • SEWP capture or business development success, with documented order volume or win rates.
  • Experience establishing or growing agency Strategic Storefronts or BPAs.
  • Existing relationships with IT OEMs and distributors, such as authorized reseller programs.
  • Familiarity with Supply Chain Risk Management and counterfeit-prevention practices.
  • Knowledge of Section 508 accessibility requirements for public websites.
  • Certifications such as PMP, CFCM, CPCM (NCMA), or Shipley capture training.
  • Bachelor’s degree in business, contracts management, or a related field; equivalent experience is considered.

Responsibilities

  • Serve as the named PM or DPM of record with the SEWP PMO and acknowledge Program Performance notices within one business day.
  • Attend or send a representative to every SEWP Program Manager’s Meeting.
  • Administer the Contract Holder Only Page (CHOP), including staff registration, access and reporting roles, and separate JV-specific email accounts and domain.
  • Notify the PMO immediately of PM or DPM changes and maintain two named individual contacts for each Contract Holder.
  • Maintain a compliant SEWP website for each Contract Holder, with downloadable ordering guides updated within 10 business days of contract modifications, Fair Opportunity information, program support contacts, and Section 508 compliance.
  • Plan and submit Technology Refresh files to add, update, or end-of-life CLINs in the SEWP Database of Record.
  • Ensure quoted items are on contract, within scope by UNSPSC code, and correctly identified for TAA compliance.

  • Use TBQ and specialized CLINs, including ODC-Z and Delivery-Z, correctly.
  • Run RFQ intake and the bid/no-bid process; respond to QRT requests only through the CHOP quote tool.
  • Ensure CLIN verification files match quotes and that quoted prices and delivery dates are honored.
  • Confirm a SEWP Control Number is issued before fulfilling orders, modifications, or credit-card orders.
  • Submit monthly progress updates on service orders and final closeout reports.

  • Pursue agency Strategic Storefronts and BPA Storefronts to develop recurring order streams.
  • Recruit and manage OEM, distributor, and teaming relationships, documenting them in Meaningful Relationship Commitment Letters where needed.
  • Train internal sales staff on SEWP rules to prevent customer outreach that could trigger a zero-tolerance downgrade.
  • Use PMO reports to target agencies and set win-rate goals.
  • Maintain Blue (Excellent) ratings for both Contract Holders across customer satisfaction, information distribution, contract adherence, and delivery.
  • Lead corrective action following any strike or downgrade and prevent movement toward Dormant status or off-ramping.
  • Meet first-year goals, including orders on each contract, avoiding 12-month inactivity, and achieving revenue and win-rate targets.
