About The Position

The United Nations Development Programme (UNDP) in Panama has been a strategic ally for 50 years, focusing on integrated solutions aligned with national priorities and supporting the management, implementation, and execution of programs and projects. UNDP Panama is organized into three programmatic groups: Equality and social, economic, and environmental inclusion; Governance, peace, and human rights; and Climate change, integral environmental management, and risk and disaster reduction. The National Secretariat of Science, Technology and Innovation (SENACYT) is the national government institution responsible for promoting, disseminating, implementing, and coordinating science, technology, and innovation policies. SENACYT's Directorate of Scientific and Technological Capacity Development, through its Scholarship Department, leads the implementation of the SENACYT Scholarship Subsidy Program. This national strategy aims to strengthen human capital in scientific, technological, and innovation areas, aligning with PENCYT 2025–2029 and the Strategic Government Plan, thereby contributing to sustainable development, competitiveness, and productive transformation. The program will be directly executed by SENACYT, empowered by Law 475 of June 25, 2025, which grants full authority to regulate, transparent, and manage its scholarship programs. This enables a management system based on public calls, external merit evaluation, equity criteria, and social return, and facilitates the use of proprietary technological platforms for academic and financial tracking of scholars. The program promotes educational inclusion, territorial equity, links scholars with productive, academic, and governmental sectors, generates scientific capacities in priority areas, and increases the number of professionals with advanced training in science, technology, and innovation. UNDP and SENACYT have collaborated for over 20 years on joint projects to accelerate the results of Panama's Strategic Plan for Science, Technology and Innovation. The institution seeks to strengthen its legal capacity for managing contractual processes, award resolutions, addenda, legal notifications, and payment agreements, in compliance with current regulations and institutional standards. Project 00099170 - “Proyectos PNUD-SENACYT” requires a Project Assistant for the Scholarship Subsidy Programme. The selected candidate will be hired under the UNDP National Personnel Services Agreement (NPSA) contractual modality at NPSA 5 level. This position is until December 31, 2026, with possibilities of extension based on performance and project duration.

Requirements

  • Completed secondary education.
  • Minimum five (5) years (with completed secondary education) or two (2) years (with completed bachelor's degree) of professional experience in drafting, reviewing, and negotiating contracts, resolution and management of awards and administrative processes, handling contractual addenda and legal notifications.
  • Experience in using Microsoft Office software (Word, Excel, PowerPoint, Teams), Zoom, and Google Meets.
  • Fluency in Spanish.
  • Advanced intermediate level of English.
  • Professional accreditation to perform legal functions, in accordance with applicable national regulations.

Nice To Haves

  • University studies (Bachelor's degree) in Law, Bachelor's degree in Law and Political Science will be given due consideration.
  • Solid and verifiable experience in drafting, reviewing, and negotiating complex contracts that protect institutional interests, including compliance clauses and dispute resolution mechanisms.
  • Experience in administrative law applied to award management and resolution processing, with practical knowledge of procedures and deadlines to ensure legal certainty and traceability.
  • Experience in drafting, reviewing, and negotiating contracts.
  • Experience in handling contractual addenda and legal notifications, ensuring that modifications comply with current regulations.
  • Experience in detecting legal risks and proposing mitigations.
  • Experience coordinating with other areas (financial, administrative, operational) to ensure integral processes.
  • Experience in legal drafting and communication skills to explain legal terms to stakeholders.

Responsibilities

  • Elaborate, review, and negotiate contracts in compliance with institutional regulations and applicable national legislation.
  • Manage contractual addenda (approximately 30 per month) with adequate legal and administrative support.
  • Prepare payment agreements (approximately 20 per year) in accordance with current legal guidelines.
  • Process scholarship award resolutions (approximately 250 per year) following the corresponding legal frameworks.
  • Issue legal notifications (approximately 20 per year) related to contractual and administrative processes.
  • Coordinate with financial, administrative, and operational areas to ensure coherence and legal compliance in all program procedures.
  • Maintain the program's legal archive updated and ensure documentary traceability of all legal and administrative acts.
  • Participate in internal procedure training for project staff and provide support in organizing training and other capacity development activities as needed.
  • Make significant contributions to knowledge networks and communities of practice.
  • Maintain organized records of project data, field activities, case studies, human interest stories, photographs, and other relevant documents that can be used to support knowledge sharing and advocacy.
  • Perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
