About The Position

The New Haven Board of Education seeks a strategic and customer-focused Facility Asset Manager to oversee the planning, maintenance, improvement, and long-term stewardship of school facilities and related assets. This leadership position is responsible for optimizing building performance, managing capital and maintenance initiatives, supporting safe and efficient learning environments, and ensuring responsible use of facility resources across the district. This is a senior management level position requiring management, administrative and technical skills in order to provide facility management and asset control for city owned facilities. Work involves the planning, directing and organizing contractual services, staff or other resources in implementing an effective and efficient asset management program for government buildings and associated equipment. This position involves evaluating facilities relative to its use, condition, loss control on equipment and furniture, utility usage to improve the operation of the facility for the intended use while reducing maintenance cost, and improving safety condition of the staff and public utilizing the facilities. The work also involves the contract management on facility improvements or service contracts that focus on optimizing the use and cost of the government facilities within the Board of Education School District. All work requires close coordination with Department Heads and users of the facilities. This is a customer-oriented position. The Facility Asset Manager will work under the direction of the Director of Facilities, BOE.

Requirements

  • Graduation from an accredited college or university with emphasis on civil engineering, construction or facility management or related field; together with five years of related experience involving facilities management activities for an organization having several buildings, or in lieu 10 to 15 years of equivalent combination of training and experience and ability.
  • Considerable knowledge of the responsibilities involving the principles of management, planning and administration of facilities and associated assets.
  • Considerable knowledge of financial management principles involving budgeting and accountability procedures.
  • Ability to communicate effectively both written and orally with the public, department heads, contractors, engineers or other groups as necessary.
  • Ability to utilize the computer for word processing, scheduling, communicating and planning.
  • Considerable knowledge of the principles of engineering practices associated with the maintenance of buildings and facilities.
  • Extensive knowledge of asset management and building usage and efficiency methods.
  • Considerable knowledge of the interpretation of plans and specifications associated with public facilities and related projects.
  • Ability to plan and direct others in implementing maintenance programs and projects.
  • Must have current authorization to work in the U.S. without employer-sponsored visa support.
  • Successful completion of a pre-employment background check.
  • Successful completion of a pre-employment physical examination, including pre-employment drug screening.
  • Successful completion of a 90-day probationary period.

Responsibilities

  • Helps plan facility improvements to various government buildings to improve service and minimize operating costs.
  • Directs staff, consultants and other resources in implementing maintenance procedures for the care and safe use of buildings and equipment.
  • Evaluates facilities in optimizing energy usage and conservation measures.
  • Develops and maintains a comprehensive asset management plan as well as a preventive maintenance program to ensure the optimal life expectancy and operational performance of facilities and equipment.
  • Helps develop and administer facility budgets as they relate to building and facility management.
  • Directs and implements all policies involving facility activities in accordance with the City State and Federal laws and regulations.
  • Develops and implements asset management programs designed to improve loss control on equipment and improve space utilization consistent with the operations of the facility.
  • Coordinates with Department Heads and facility users as to facility and equipment needs and works with any facility maintenance staff in improving the operational use of the facility.
  • Provides contract management services on facility improvements as needed.
  • Attends meetings involving facility assets or as directed by Director of Facilities.
