The Construction Engineer (CE) supports the Construction Service Group (CSG) team by providing construction input during the early phases of jobs, specifically during constructability reviews, and assists the multi-functional team during project execution. This role is crucial for ensuring that all aspects of design, constructability, and turnover for planning and execution are managed effectively, safely, and in alignment with organizational goals. The CE is also responsible for driving improvement initiatives and must be adaptable, capable of shifting between various roles such as Planner or Company Representative based on CSG department needs. This position reports to a Job Coordinator within the Construction Service Group organization and is tasked with planning and executing the construction and major modifications of Chevron's facilities. Key responsibilities include establishing construction procedures, methods, costs, and schedules, and collaborating with other functions to ensure projects are completed safely, timely, cost-effectively, and to the desired quality. The CE is accountable for the safety, efficiency, quality, scheduling, and execution of onshore construction work that supports refinery operations. The candidate is expected to provide effective on-site guidance for small project construction activities carried out by local contractors, ensuring adherence to safety policies, project plans, and enforcing design and construction codes (e.g., welding code and inspection techniques, NDE methods, Design Guidelines, Chevron Engineering Standards, SID, Safe work practices). Familiarity with Standard Operating Procedures (SOPs), permit-to-work (PTW) systems, Job Safety Analysis (JSAs), SIMOPS, risk mitigation plans, contractor safety, and safety work processes related to construction activities is essential. This role involves working with engineering and the Construction Manager to prioritize and plan project work to minimize operating downtime and optimize production. While not strictly required, a knowledge and understanding of constructability and operability for input to the design of new equipment or upgrades is desirable. Construction Engineers may be assigned to multi-functional teams, supporting both the execution of new projects and the maintenance of reliability in operating refinery plans. They collaborate with a Construction Manager (CM) and other functional groups to identify project needs, manage capital and/or expense budgets, oversee small project design and construction, and support operational requirements. They facilitate repairs, additions, and new installations of various refinery components such as tanks, vessels, reactors, columns, pumps, piping, power distribution, and computer controls. The CE is responsible for multiple aspects of small projects, including project identification and scoping, estimation of labor and material costs, cost tracking, and interfacing with plant/field operations.
