About The Position

Colorado Access is seeking a Senior Health Plan Communications Program Manager to help shape their vision and support their mission. This role involves serving as the point of contact for internal partners regarding required communications to members and providers, leading the development and production of print and electronic materials, and collaborating with department leaders to understand contract and NCQA requirements. The position also involves participating in workgroups, tracking performance metrics, ensuring communication goals are met, and creating project plans for efficient delivery of communications. A key aspect of this role is developing and owning the member and provider communications strategy in alignment with enterprise goals, regulatory requirements, and health equity commitments. The manager will map communications to the member lifecycle, interpret state updates, simplify workflows, and reinforce the company's mission with providers. Integrating health literacy, accessible design, and language access into all communications, as well as conducting regular testing and gathering feedback, are also crucial. The role contributes to a culture of proactive, audience-centered communications within the department.

Requirements

  • Bachelor’s degree in Health Administration, Communications, Business or related field; Master’s degree preferred. Equivalent combination of experience and/or education may substitute with a preference for five years progressive relevant work experience.
  • Minimum of seven years’ experience in health communications, health care and management, or public relations.
  • Experience working with public health insurance in managed care settings is preferred.
  • Must have experience in effectively managing and working collaboratively with a diverse group of professionals with varying backgrounds.
  • Program development and implementation experience required.
  • Advanced knowledge of the healthcare system and managed care principals is required for desired business outcomes through ongoing constructive feedback.
  • Strong Communication skills to influence or persuade others under positive or negative circumstances; adapt to different styles; Critical Listening skills are needed as well as excellent written and verbal communication skills, including presentation skills.
  • The ability to manage complex information easily, communicate clearly, and draw sound conclusions.
  • The knowledge and ability to take initiative to create strategic communication plans; manage change.
  • Synthesize complex internal and external information, knowledge of emerging trends, and opportunities in health care market.
  • Successfully manage different styles of employees; provide clear direction and effective coaching.
  • Demonstrates support for the company’s mission, vision and values.
  • Strategic business planning, change management, team leadership, and program design/evaluation skills required.
  • Position requires excellent written and verbal communication skills with strong interpersonal skills.
  • Ability to initiate and drive change and demonstrates results-driven approach.
  • Strong organizational and time management skills with demonstrated process and project management expertise.
  • Must be a team player.
  • Proficient in Microsoft office applications (Word, Excel, Access, PowerPoint).
  • May be required to manage multiple priorities and projects with tight deadlines.
  • A valid driver's license and proof of current auto insurance will be required for any position requiring driving.

Responsibilities

  • Serves as the point of contact with internal partners for the dissemination of required communications to members and providers.
  • Leads the development and production of print and electronic (web, multimedia, audio/visual) member and provider materials and websites.
  • Meets with other department leaders to understand contract and NCQA requirements, member and provider information needs, and community engagement activities; develops and implements communications to support these audiences and activities.
  • Leads or participates in workgroups associated with communications and supports resulting communications needs.
  • Tracks and reports performance metrics such as open rates, click-through rates, engagement levels, and satisfaction scores.
  • Ensures that communication goals and objectives are met, tracks and reports on outcomes.
  • Creates and maintains cross-functional project plans to ensure that required communications are delivered efficiently, on time, and within budget.
  • In collaboration with the Director of Marketing and Communications, helps develop and own the member and provider communications strategy, ensuring alignment with enterprise goals, regulatory requirements, and health equity commitments.
  • Maps communications to the full member lifecycle, addressing key moments such as onboarding, plan utilization, renewals, and transitions.
  • Ensures communications clearly interpret state updates, simplify workflows, and reinforce Colorado Access’ shared mission with providers.
  • Integrates health literacy, accessible design, and language access into all communications.
  • Conducts regular testing (A/B, usability) and gathers feedback; applies findings to refine future communications.
  • Contributes to a culture of proactive, audience-centered communications within the department.
