About The Position

The Online Learning Program Manager leads the design, development, modernization, and continuous improvement of CJI's online, blended, and technology-enhanced education and training programs. The position serves as a lead instructional designer while managing programs and projects, supervising assigned staff, modernizing digital content, and evaluating emerging learning technologies. The position is expected to identify opportunities to improve instructional effectiveness, streamline processes, modernize technology, strengthen accessibility, and responsibly incorporate artificial intelligence and other emerging technologies. The position collaborates closely with the Associate Director, subject matter experts, CJI staff, University/System resources, technology personnel, vendors, and other stakeholders. This position is governed by CJI and the University of Arkansas policy and procedures and state and federal law. Regular, reliable, and non-disruptive attendance is an essential job duty, as is the ability to create and maintain collegial, harmonious working relationships with others. This position is not eligible for remote work and requires on-site attendance at the Criminal Justice Institute office in Little Rock, Arkansas.

Requirements

  • Bachelor's degree from an accredited institution in Instructional Design, Instructional Technology, Educational Technology, Learning Sciences, Education, or related field.
  • At least five years of progressively responsible experience in instructional design, curriculum development, digital learning, educational technology, training development, or a related field.
  • Demonstrated experience applying instructional design methodologies and adult learning principles to develop online, blended, or classroom-based learning.
  • Demonstrated experience converting traditional curriculum into engaging, interactive, and accessible online learning.
  • Demonstrated proficiency with an e-learning authoring tool such as Articulate Storyline and/or Rise and experience with an enterprise LMS such as Anthology Blackboard Learn or comparable platform.
  • Experience developing learning objectives, instructional strategies, assessments, storyboards, scripts, multimedia, and digital learning materials.
  • Knowledge of Section 508 and WCAG accessibility requirements.
  • Demonstrated experience leading projects, programs, and teams, including establishing priorities, coordinating resources, managing timelines and deliverables, resolving issues, and providing leadership and direction to achieve organizational objectives.
  • Knowledge of emerging learning technologies, including artificial intelligence, automation, multimedia, analytics, and other technology-enabled learning solutions.
  • Strong written, verbal, organizational, analytical, and critical thinking skills.
  • Demonstrated leadership experience supervising and coaching employees, including assigning work, providing ongoing feedback, developing employee capabilities, addressing performance and professional development needs, and fostering a collaborative, accountable, and high-performing team environment.

Nice To Haves

  • Master's degree in Instructional Design, Educational Technology, Learning Sciences, or related field.
  • Seven or more years of relevant instructional design or digital learning experience.
  • Experience leading curriculum modernization or digital transformation initiatives.
  • Experience applying generative AI or automation to instructional design and content development.
  • Experience with learning analytics, multimedia production, interactive learning, or emerging learning technologies.
  • Experience with LMS implementation, upgrades, integrations, or technology evaluation.
  • Project management or process-improvement certification.
  • Five or more years of experience leading, supervising, or managing people.
