About The Position

We are seeking an accomplished Vice President & General Manager to lead an established and growing business unit in the Baltimore/Washington, DC market. This is a true business leadership opportunity with full P&L responsibility and operational autonomy, rather than a project oversight position. The successful candidate will have responsibility for the region's overall financial performance, operations, business development, client relationships, talent strategy, and long-term growth. The business unit is supported by an experienced team, significant project backlog, established client relationships, and an expanding portfolio of alternative delivery work. Reporting directly to executive leadership, the Vice President & General Manager will lead Project Executives, Project Managers, Project Engineers, Superintendents, and support personnel while establishing the strategic direction necessary to grow the regional business.

Requirements

  • 15+ years of progressive construction leadership experience.
  • Proven experience in senior operations, regional leadership, business unit leadership, or a comparable executive construction role.
  • Bachelor's degree in Civil Engineering, Construction Management, or a related discipline preferred.
  • Demonstrated experience managing large project portfolios and operational teams.
  • Proven P&L ownership and strong financial management capabilities, including budgeting, forecasting, resource planning, and profitability management.
  • Strong business development track record with demonstrated success building client relationships and winning work.
  • Strong background in heavy civil and infrastructure construction.
  • Experience with underground utilities, water, wastewater, and related infrastructure.

Nice To Haves

  • Experience with projects involving: Underground wet utilities, Water and sewer infrastructure, Stormwater systems, Wastewater treatment facilities, Water/wastewater treatment plant rehabilitation, Trenchless construction, Heavy civil construction, Transportation infrastructure, CMAR, Progressive Design-Build, Design-Build.
  • Experience managing projects ranging from approximately $2 million to $100 million is strongly preferred.
  • Established relationships throughout the Washington, DC / Baltimore market are highly desirable.
  • Experience and relationships with organizations such as DC Water, WSSC, regional utilities, municipalities, engineering firms, and other public infrastructure stakeholders will be viewed favorably.
  • The ideal candidate will bring a combination of operational credibility, financial acumen, business development capability, and established regional relationships.

Responsibilities

  • Assume full responsibility for regional P&L performance, including revenue growth, profitability, forecasting, budgeting, and resource planning.
  • Establish and execute annual and long-term business plans.
  • Monitor financial performance and implement strategies to improve profitability and operational efficiency.
  • Develop resource plans aligned with current backlog and future growth opportunities.
  • Maintain accountability for the overall performance of the business unit.
  • Lead a large operational team consisting of Project Executives, Project Managers, Project Engineers, Superintendents, and support staff.
  • Ensure projects are delivered safely, on schedule, within budget, and to the highest quality standards.
  • Establish consistent operational processes, accountability, and performance expectations across the portfolio.
  • Identify and address operational risks before they impact project or business performance.
  • Promote a culture of safety, quality, collaboration, and continuous improvement.
  • Develop and execute strategies to expand the company's regional market presence.
  • Lead major pursuits, interviews, and preconstruction efforts.
  • Identify and pursue opportunities involving CMAR, Progressive Design-Build, Design-Build, and other alternative delivery methods.
  • Develop strong relationships with owners, agencies, municipalities, utilities, engineering firms, and other key stakeholders.
  • Build and maintain an active regional pipeline of future opportunities.
  • Partner with executive leadership on strategic growth initiatives.
  • Serve as a senior executive representative to key clients and public agencies.
  • Develop trusted, executive-level relationships with owners, municipalities, utilities, consultants, and industry partners.
  • Represent the organization during major client meetings, project pursuits, negotiations, and industry events.
  • Maintain a strong understanding of market conditions and customer needs throughout the region.
  • Recruit, develop, mentor, and retain high-performing construction professionals.
  • Build a strong leadership pipeline for the regional organization.
  • Establish succession planning and professional development strategies.
  • Foster a culture that rewards accountability, teamwork, innovation, and continuous improvement.
  • Provide leadership and mentorship to the next generation of project and operational leaders.
