About The Position

The purpose of this classification is to supervise the day-to-day operations and staff involved in the maintenance and repair of water distribution and wastewater collection infrastructure.

Requirements

  • High School Diploma or GED required
  • Five years of experience in the installation, maintenance, and repair of water distribution and or wastewater collection infrastructure, to include experience as a lead.
  • Must possess and maintain a valid Class A Commercial Driver's License (CDL), including appropriate endorsements.
  • Must possess and maintain Water Distribution or Wastewater Collection System Operator license, Confined Space Entry, Trenching and Excavation, and Utility Flagger.
  • Must obtain a Georgia Erosion & Sediment Control Level 1-A certification (Blue Card) within 6 months of assignment.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates work activities: prioritizes and assigns water or wastewater utility maintenance activities in order to meet objectives; develops and oversees employee work schedules to ensure adequate coverage and control; ensures that subordinates have the proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to Utility Maintenance Superintendent and department managers as requested.
  • Receives and responds to questions, complaints and concerns from customers: serves as a point of contact for assigned zone; meets with customers to explain utilities maintenance schedules, issues and processes; dispatches crews to locations to resolve customer problems and complaints; and escalates issues as needed.
  • Authorizes and assigns contracted plumbing, clean up, tree removal, fire hydrant repair, or other work as assigned; gathers information; may be required to attend pre-construction meetings with contractors to answer questions and address concerns.
  • Reviews reports and documentation completed by assigned staff: ensures completion and accuracy of reports, such as sewer overflow, work logs, dump tickets, map changes, pre-trip forms, inspection reports, etc.; makes changes and updates as needed; enters reports into department database; and submits completed reports as required.
  • Ensures adherence to established regulatory requirements and safety procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; conducts safety meetings and schedules training; enrolls staff in required job related classes; responds to safety violations, accidents and injuries; participates in accident review boards as needed; and maintains all related documentation.
  • Supervises emergency repairs to water and sewer infrastructure: conducts site visits for all sewer overflow and water main breaks; coordinates with on-call crews, support staff, and outside contractors as needed; and inspects emergency repairs for proper operations and compliance to standards.
  • Prepares a variety of reports, forms, permits and documentation, such as work orders, general liability and property loss forms, accident reports, probable violation reports, road closure and road cut permits, performance appraisals, and other documentation; completes and submits documentation as required.
  • Consults and communicates with Water System administrators, County employees, outside agencies, contractors customers, and other individuals to review operations and activities, review and resolve problems, receive and give advice and direction, and provide recommendations: attends and facilitates meetings; and provides information, reports, documentation, etc. as requested.
  • Provides emergency coverage as directed or required; works on standby status according to established departmental schedules.
  • Performs other related duties as assigned.
