About The Position

Requirements

• Must be a U.S. citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• Must successfully complete the E-Verify employment verification check if a new Department of the Navy employee.
• Current federal employees applying for GS jobs generally must meet the one-year time-in-grade requirement by the announcement closing date.
• Must obtain and maintain the required interim and/or final security clearance before entering duty.
• Must complete training and obtain and maintain a government credit card for travel and travel-related purchases.
• At least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in federal service, or equivalent experience in the private or public sector.
• Knowledge of concepts, principles, regulations, and policies governing military casualty affairs, case management, mortuary requirements, and POW/MIA activity, including identification of repatriated remains from past conflicts.
• Knowledge of federal laws, regulations, policies, and claims filing procedures governing federal survivor benefit programs, including programs under DFAS, the Social Security Administration, and the Department of Veterans Affairs.
• Knowledge and understanding of personnel casualty programs, mortuary requirements, and POW/MIA activity.
• Experience ensuring Reserve personnel are trained and adequately equipped and resourced for mass casualty requirements.
• Males born after December 31, 1959, must be registered for Selective Service.
• Retired military members appointed to a DoD civilian position within 180 days immediately following retirement are subject to 5 U.S.C. 3326.

Responsibilities

• Provide leadership, guidance, and oversight of Navy Casualty programs.
• Serve as principal advisor and technical authority on DON Casualty, POW/MIA, PA, and PR programs.
• Assist with planning and programming budget development in support of Navy Casualty programs.
• Assign work to subordinates and establish priorities and completion dates when appropriate.
• Coordinate with the director, command directorates, and primary staff to manage programs and projects and complete goals and objectives.
• Provide accurate information to senior Navy officials and public organization representatives regarding applicable law and policy in a politically sensitive and emotionally charged program area.
• Develop programming, budgeting, and legislative submissions to support Navy Casualty Assistance programs Navy-wide.
• Ensure Reserve personnel are properly trained and maintain sufficient equipment and resources to meet mass casualty requirements effectively and efficiently.
