About The Position

Requirements

• United States citizenship or nationality.
• One full year (52 weeks) of specialized experience equivalent to GS-14 in the Federal service.
• Specialized experience overseeing negotiated grievance procedures.
• Specialized experience advising and supporting management on agency grievance procedures covering bargaining-unit employees.
• Specialized experience advising on union matters, such as bargaining-unit agreements.
• Specialized experience overseeing or supervising a team of professionals in a labor relations work environment.
• Meet applicable time-in-grade or time-in-band requirements by the announcement closing date.
• Pass a background investigation and fingerprint check; the position is a high-risk Public Trust position.
• Register for Selective Service if applicable.
• Meet all qualification and eligibility requirements by the announcement closing date.
• Demonstrate the job-related competencies and proficiency, or potential to develop proficiency, in accountability, customer service, decisiveness, flexibility, integrity and honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication.
• Be suitable for Federal employment.
• Federal employees must receive salary payments by direct deposit.

Responsibilities

• Serve as Division Chief of the Labor Relations Division and oversee labor relations matters involving POPA, NTEU 243, and NTEU 245.
• Provide confidential labor relations advice to senior management.
• Direct the activities of labor relations staff and collaborate with other Office of Human Resources staff.
• Develop goals and objectives integrating labor relations missions and functions into the Office of Human Resources.
• Research, interpret, analyze, and apply Federal statutes, OPM and USPTO guides, policies, regulations, and labor-management bargaining-unit directives and requirements.
• Provide advice and guidance to human resources staff, managers, and supervisors regarding union negotiations and their impacts.
• Identify and resolve issues where policy does not exist and recommend innovative actions to address emerging needs or issues.
• Build collaborative relationships and persuade others to accept recommendations, cooperate, and accept changes in support of continuous improvement.
• Manage and resolve conflicts, grievances, confrontations, and disagreements constructively to minimize negative impacts on organizational objectives.
• Oversee negotiated grievance procedures and advise and support management on agency grievance procedures covering bargaining-unit employees.
• Advise on union matters, including bargaining-unit agreements.
• Oversee and supervise a team of professionals in a labor relations work environment.
