About The Position

The Human Resources Specialist - Student Outreach & Recruitment will provide federal recruitment, university outreach, candidate management, and HR program support to a Department of Defense Human Resources Office. The Specialist will support recruitment programs and events, university engagement, student and candidate tracking, career fairs, interview activities, talent portal administration, recruitment budget tracking, Requests for Personnel Actions, and special recruitment initiatives.

Requirements

  • High School Diploma or GED.
  • Five (5) years of experience providing Human Resources services in at least one applicable functional area: Labor and Employee Relations (LER); Staffing and Classification; Workforce Development (WFD); Human Resource Information Systems (HRIS); or Student Outreach and Recruitment.
  • Knowledge of Government regulations, policies, and practices under Title 5, U.S. Code, and other statutes and legal authorities applicable to Federal Human Resources.
  • Working knowledge of Microsoft Office Suite and technical Human Resources functions, including examination and application of HR laws, policies, rules, and procedures.
  • U.S. citizenship required at the time of proposal submission.
  • Professional experience supporting federal recruitment, staffing, student outreach, university recruiting, talent acquisition, or related HR functions.
  • Experience coordinating recruitment activities, candidates, hiring events, or career fairs.
  • Strong organizational, customer service, written, and verbal communication skills.
  • Ability to manage multiple recruiting actions and events simultaneously.
  • Ability to maintain accurate candidate and HR records and protect sensitive information.

Nice To Haves

  • Federal civilian or Department of Defense recruiting experience.
  • Experience with student employment, Pathways, university recruiting, STEM recruitment, or similar federal talent programs.
  • Experience coordinating career fairs and large recruiting events.
  • Experience working directly with colleges and universities.
  • Experience processing or tracking RPAs in DCPDS.
  • Experience with USA Staffing, USAJobs, DCPDS, talent portals, applicant tracking systems, or comparable recruiting technology.
  • Experience tracking recruitment budgets and purchase requests.

Responsibilities

  • Support recruitment of new personnel and student candidates.
  • Coordinate career fair registrations and related recruitment activities.
  • Maintain student and candidate tracking information.
  • Coordinate communications between the Command and colleges/universities regarding recruitment schedules and activities.
  • Assist with invitational orders and coordination for candidate interview days.
  • Support federal recruitment programs and preparation/submission of participation packages.
  • Coordinate recruitment event setup and breakdown.
  • Prepare and maintain recruiting materials.
  • Establish and maintain recruiting events within designated talent portals.
  • Support recruiters and HR Advisors throughout recruitment activities.
  • Assist with recruitment and outreach purchase requests.
  • Track recruitment and student outreach budgets.
  • Develop tables, graphs, reports, correspondence, and other recruiting documentation using Microsoft Office applications.
  • Support special projects and resolve routine issues across HR specialties.
  • Provide information and analytical support regarding efficient and cost-effective organizational structures.
  • Perform data entry for Requests for Personnel Actions (RPAs) in DCPDS.
  • Route RPAs to appropriate HR Specialist inboxes.
  • Update and maintain the NSWCPD RPA Tracking System/CRTS database.
  • Maintain accurate candidate, recruitment, and personnel action information.
  • Provide direct support to HR Advisors for additional recruitment and student outreach requirements.
