About The Position

Requirements

• One year of specialized experience applying housing management principles, rules, and regulations to manage family housing, unaccompanied housing, or privatized military housing operations.
• Specialized experience performing technical operational administration, such as facilities utilization, maintenance oversight, assignment/occupancy management, or housing contract monitoring.
• Specialized experience assisting with budget execution, fiscal planning, or vendor payment verification for housing activities.
• Applicants who have held a General Schedule position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
• Must be able to obtain and maintain a valid State and/or international driver's license.
• Must complete a one-year probationary period to assess supervisory duties unless previously completed; a one-year probationary period is also required to evaluate fitness and whether continued employment advances the public interest.
• Must provide proof of U.S. citizenship.
• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
• Direct deposit of pay is required.
• Education cannot be substituted for the required experience; qualification must be based on experience alone.
• Applicants must meet at least one of the listed employment authority categories, including specified current employees, career-transition or placement program eligibilities, military spouses, and eligible veterans.

Responsibilities

• Provide technical housing expertise and assistance to the garrison Commander/Manager and installation staff in support of Department of the Army, Army Command, and garrison objectives.
• Plan, manage, administer, and implement the technical and administrative operations of housing management programs.
• Develop garrison policies for all aspects of housing programs.
• Evaluate management of the Rental Partnership Program and Utility Deposit Waiver Program.
• Analyze and assess data for reports concerning housing availability, military and civilian personnel, customer service, and annual BAH surveys.
• Supervise and direct housing office employees; plan and distribute work, set priorities, and control work accomplishment.
• Serve as Contracting Officer Representative, providing contractor management oversight, guidance, fiscal policy, and control of contractor-owned, government-leased quarters as required or appointed.
• Manage contractor agreements for family and unaccompanied housing at multiple sites.
