About The Position

Join a federal construction contractor supporting a critical infrastructure project involving the replacement of high-pressure steam condensate mains, secondary return piping systems, and associated underground mechanical utilities. The Site Safety & Health Officer (SSHO) will serve as the designated onsite safety professional, leading the project's safety program in accordance with EM 385-1-1, OSHA regulations, and federal contract requirements. This is a compliance-driven federal construction project requiring an experienced SSHO who is comfortable working directly with Government representatives, subcontractors, and project leadership.

Requirements

  • Current OSHA 30 Construction Certification
  • Current EM 385-1-1 Training
  • Minimum 10 years of construction experience
  • Minimum 5 years serving as a Site Safety & Health Officer (SSHO)
  • Previous experience supporting NAVFAC, USACE, Department of Defense (DoD), or comparable federal construction projects
  • Strong knowledge of EM 385-1-1, OSHA regulations, and federal construction safety requirements
  • Experience developing and administering Accident Prevention Plans (APPs)
  • Experience conducting safety inspections, audits, Activity Hazard Analysis (AHA) reviews, and subcontractor oversight
  • Ability to work second shift and additional days as project requirements dictate
  • Candidates must be approved for federal base access by August 21, 2026.

Nice To Haves

  • Construction Quality Management (CQM-C/CQCM) Certification
  • Mechanical piping or underground utility construction experience
  • Experience supporting occupied federal facilities
  • Experience coordinating directly with Government representatives
  • First Aid/CPR/AED Certification

Responsibilities

  • Serve as the designated Site Safety & Health Officer (SSHO) throughout the project
  • Develop, implement, and maintain the project's Accident Prevention Plan (APP)
  • Conduct daily safety inspections, audits, and field observations
  • Review and approve Activity Hazard Analyses (AHAs) prior to work activities
  • Lead daily safety meetings, orientations, toolbox talks, and required training
  • Monitor subcontractor compliance with EM 385-1-1, OSHA regulations, and project-specific safety requirements
  • Coordinate safety activities with project management, subcontractors, and Government representatives
  • Identify hazards and implement immediate corrective actions
  • Maintain inspection records, training documentation, incident reports, and regulatory compliance records
  • Participate in incident investigations and root cause analysis
  • Support project testing, inspections, scheduling activities, and contract compliance
  • Maintain a visible field presence and promote a proactive safety culture throughout the project
