This is a specialized professional and administrative classification responsible for the development, implementation, and oversight of the City’s compliance, risk management, safety, and training programs. Work includes administering workers’ compensation, liability and property insurance programs, unemployment compensation, employee benefit-related risk functions, workplace safety initiatives, compliance audits, employee investigations and workforce training programs. This position ensures compliance with applicable federal, state, and local laws and regulations, including but not limited to ADA, FMLA, EEOC, OSHA, DOT, and other employment and occupational safety standards. The position administers the City’s Drug-Free and Smoke-Free Workplace Programs, including random, post-incident, and reasonable suspicion drug and alcohol testing, driver qualification monitoring, Motor Vehicle Record (MVR) reviews, and DOT/CDL compliance requirements. The Human Resources/Risk Manager serves as Chair of the City's Accident Review Committee, coordinates committee meetings, facilitates accident reviews, and makes recommendations regarding corrective actions and disciplinary measures resulting from workplace accidents and policy violations. The position also works closely with emergency management personnel during business disruptions, emergencies, and disaster recovery operations.
