About The Position

The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Quality Control Specialist in the Division of Public Housing & Rental Assistance/Bureau of Rental Assistance. The Housing Program Specialist II (Quality Control Specialist) provides administrative, technical, and programmatic support to the Bureau of Rental Assistance Performance and Compliance functions. The incumbent assists with quality control reviews, compliance monitoring activities, training initiatives, and program integrity efforts related to federal and state rental assistance programs. The position supports quality control oversight of Regional Administering Agencies (RAAs) through file reviews, data collection, monitoring activities, documentation of findings, and follow-up activities designed to promote compliance with applicable federal, state, and agency requirements. The incumbent of this position must have the ability to travel throughout the Commonwealth as needed.

Requirements

  • At least three years of full-time, or equivalent part-time, professional experience in real estate management, property management, public housing program management, public housing program development or public housing program administration, or any equivalent combination of the required experience and the substitutions below.
  • An Associate's degree with a major in real estate, public administration, business administration or business management may be substituted for a maximum of one year of the required experience.
  • A Bachelor's degree in real estate, public administration, business administration or business management may be substituted for a maximum of two years for the required experience.
  • A Master's or higher degree with a major in public administration, business administration or business management may be substituted for the required experience.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
  • Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.

  • Ability to establish and maintain effective working relationships with agency staff, Regional Administering Agencies, and external stakeholders.
  • Ability to provide information and guidance regarding established policies and procedures.
  • Ability to exercise sound judgment and maintain confidentiality.
  • Ability to work independently and as part of a team.
  • Ability to use computer applications including Microsoft Office products and database systems.
  • Knowledge of the principles underlying civil rights, fair housing, and equal opportunity programs.
  • Travel throughout the Commonwealth will be required. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent form another state.

Responsibilities

  • Assist with compliance monitoring and quality control activities for federal and state rental assistance programs.
  • Assist with the preparation of monitoring reports, correspondence, and corrective action tracking documents.
  • Compile, organize, and maintain monitoring records, review documentation, and support materials.
  • Assist with identifying potential compliance concerns and elevating findings to supervisory staff for review and determination.
  • Conduct tenant file reviews, waiting list reviews, project-based voucher reviews, and other quality control reviews using established monitoring procedures.
  • Assist with desk audits and on-site reviews of Regional Administering Agencies (RAAs) and document review results for supervisory review.
  • Provide information and technical assistance to RAA staff regarding established program requirements, documentation standards, and quality control procedures.
  • Support the development and delivery of training materials, webinars, guidance documents, and technical assistance resources.
  • Assist with the collection, compilation, and organization of program performance and compliance data.
  • Assist with special monitoring projects, policy implementation reviews, and program integrity initiatives.
  • Maintain knowledge of U.S. Department of Housing and Urban Development (HUD) regulations, Administrative Plan requirements, Moving to Work policies, and agency guidance applicable to assigned programs.
  • Participate in meetings, training, and workgroups related to quality control and compliance activities.
  • Perform other duties as assigned.
