About The Position

Requirements

• U.S. citizenship is required.
• Must be able to obtain and maintain a Top Secret clearance.
• Must maintain current certifications and comply with the Financial Management Level 2 certification program.
• Must pass initial and periodic short-notice drug testing and sign an acknowledgment that the position is a Testing Designated Position.
• Proficiency using common DoD software, including Microsoft Office applications, and accounting software.
• For GS-11 qualification, one year of specialized experience at the GS-09 level or equivalent, or qualifying doctoral-level graduate education, or a qualifying combination of education and experience.
• Specialized experience includes detailed knowledge of Title 10, Congressional, OSD, OMB, and USSOCOM budget formulation and execution policies, goals, procedures, regulations, laws, and guidelines sufficient to ensure resource management data systems meet requirements.
• For GS-12 qualification, one year of specialized experience at the GS-11 level or equivalent, including detailed knowledge of the specified budget formulation and execution policies, procedures, regulations, laws, and guidelines.
• Merit promotion applicants must meet applicable federal time-in-grade requirements.
• Ability to understand USSOCOM missions, functions, goals, work processes, and funding sources.
• Knowledge of budget methods, practices, procedures, regulations, policies, and processes.
• Knowledge of resource-management information sources, including accounting reports, work reports, contractor performance reports, and inventory and supply data.
• Knowledge of automated data processing concepts and systems capabilities relevant to resource management.
• Ability to ensure effective operations of resource management system functions and interpret statutory, regulatory, and procedural directives to advise managers of operational changes.
• Ability to communicate effectively orally and in writing to justify, defend, present, or advise on resource management data processes and actions.
• Occasional travel away from the normal duty station, potentially including overnight stays, may be required.

Responsibilities

• Develop and revise resource management processes and procedures.
• Manage computer systems requirements used to formulate, execute, and analyze USSOCOM resources for programs and support activities.
• Work with other functional communities to perform systems integration activities.
• Provide financial management analyses and technical expertise to the SOCOM resource management staff.
• Perform financial analyses to develop innovations in areas such as accounting feeds and financial processes.
• Serve as the point of contact for use of resource management automated data management systems.
• Provide advice, assistance, and guidance on resource management and related information.
• Conduct analyses, reviews, and special studies of resource management data and related information.
• Maintain required certifications and comply with Financial Management Level 2 certification requirements.
