About The Position

The position performs or advises on budget administration and strategic financial operations for organizational programs and activities. It analyzes costs and benefits of alternative financial-management methods, prepares analytical justifications, interprets complex budgetary policies, and supports regulatory compliance and management decisions. The analyst evaluates financial impacts of program decisions, monitors obligations for risks or variances, and develops solutions to financial challenges and resource-utilization issues. The role conducts financial-management studies, including cost-benefit analyses and evaluations of funding strategies, and advises management on resource allocation. It also resolves complex issues involving conflicting program and financial data and develops recommendations to strengthen internal controls, reduce audit risk, and improve financial operations. The supervisor develops analytical methodologies, risk-mitigation strategies, and corrective-action plans to support financial governance and audit readiness across organizational boundaries, and manages subordinate employees’ work, performance, concerns, discipline, and training needs. This is a Financial Management Level III certified position. The employee must achieve the certification within prescribed timelines and obtain and maintain an interim and/or final Secret security clearance before entering duty. The position may involve travel to locations within and outside the continental United States, including remote or isolated sites, and may require extended travel by military or commercial aircraft. The employee must complete training and obtain and maintain a government credit card for travel-related purchases.

Requirements

At least one year of specialized experience at or equivalent to the GS-12 grade level in federal service, or equivalent experience in the private or public sector.
Specialized experience must include providing complex administrative, technical, and professional financial services for a multi-mission organization; financial analysis and budget development supporting programs and activities; interpreting complex budgetary policies; developing recommendations to improve internal controls, mitigate audit risk, and improve financial operations; and supervising employees performing these duties.
Must be a U.S. citizen and determined suitable for federal employment.
Must participate in the direct-deposit pay program.
Must successfully pass the E-Verify employment verification check if a new employee to the Department of the Navy.
Must meet applicable Selective Service registration requirements for males born after December 31, 1959.
Must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Must achieve Financial Management Level III certification within prescribed timelines.

Responsibilities

Perform or advise on phases and systems of budget administration and strategic financial operations for organizational programs and activities.
Analyze and recommend costs and benefits of alternative financial-management methods.
Prepare analytical justifications and interpret complex budgetary policies to demonstrate compliance and support management review and decisions.
Evaluate the financial impact of program decisions, monitor obligations for risks or variances, and implement solutions to financial challenges and resource-utilization issues.
Conduct financial-management studies, including cost-benefit analyses and evaluations of alternative funding strategies, and advise management on resource allocation.
Evaluate and guide resolution of complex issues involving conflicting program and financial data; recommend improvements to internal controls, audit risk mitigation, and financial operations.
Develop analytical methodologies, risk-mitigation strategies, and corrective-action plans to strengthen financial governance, audit readiness, and internal controls.
Assign work to subordinates, develop performance standards, evaluate employee performance, resolve concerns and grievances, administer disciplinary actions as needed, and identify training needs and opportunities.
