About The Position

The Rating Quality Review Specialist (RQRS) is an integral part of the Regional Office's quality assurance program and serves as a key technical adviser to Decision Review Officers (DROs) and Rating Veterans Service Representatives (RVSRs). The position measures individual performance quality and identifies training needs by reviewing and assessing completed claims involving appeals and rating decisions. The role performs individual quality reviews and focused in-process reviews, identifies and communicates quality trends, and evaluates all elements of claims, from evidence development and income and dependency issues through award processing and authorization. It prepares STAR data reports and documentation supporting unfavorable findings, and ensures that requirements imposed by Compensation Service, the Pension and Fiduciary Service, and the Court of Appeals for Veterans Claims are met or implemented. This is a full-time, non-virtual position with a Monday–Friday schedule of 8:00 a.m. to 4:30 p.m. It is eligible for situational (ad hoc) telework only, with supervisory approval; the employee must report to the official duty station each scheduled workday. The full performance level is GS-13, with no promotion potential.

Requirements

  • One year of specialized experience equivalent to at least the GS-12 grade level, involving training, analyst, or information systems duties related to a claims management process.
  • Specialized experience may include conducting quality reviews of completed rated cases; evaluating claims-development programs or operations quantitatively or qualitatively; preparing or conducting training; identifying knowledge or skill gaps and planning training strategies; accurately and promptly providing or implementing data for information management systems; or providing technical guidance and direction on claims management systems.
  • Current Federal GS employees must meet the GS-13 time-in-grade requirement: 52 weeks at GS-12 by the announcement closing date.
  • Applicants must be U.S. citizens.
  • Selective Service registration is required for males born after December 31, 1959.
  • Applicants may be required to serve a probationary or trial period and are subject to a background/security investigation.
  • Selected applicants must complete online onboarding and provide acceptable identification for pre-employment Form I-9 requirements.
  • The work is mostly sedentary and primarily involves mental rather than physical exertion; some walking, standing, and carrying of light items may occur.

Responsibilities

  • Conduct individual quality reviews on an established monthly schedule to determine the rating quality level of DROs and RVSRs for individual performance standards.
  • Conduct focused in-process reviews to assess the accuracy of claims actions for station-level feedback and improvement; these reviews are not used for individual performance standards.
  • Share rating quality trend information with management on an ongoing basis and with DROs and RVSRs during training sessions.
  • Evaluate claims for deficiencies across all elements, including evidence development, income and dependency issues, award processing, and authorization.
  • Explain errors and provide comments where attention is warranted.
  • Prepare STAR data reports and provide them to authorized Regional Office personnel who request and receive them.
  • Ensure program requirements imposed by Compensation Service, the Pension and Fiduciary Service, and the Court of Appeals for Veterans Claims are met or implemented.
  • Prepare documentation supporting unfavorable findings to justify error decisions and indicate required actions.

Benefits
