About The Position

Requirements

• U.S. citizenship.
• Active DoD Secret clearance.
• Ability to commute to Fort Meade, Maryland, for full-time on-site support.
• Active security certification meeting DoD 8570 IAT Level II or higher, such as Security+, upon start; Security+ must be obtained within 14 days following the start date.
• Bachelor’s degree and 8–12 years of relevant experience, or a master’s degree and 6–10 years of relevant experience; additional years of work experience may substitute for a degree.
• Experience in process mapping.
• Experience architecting, designing, developing, and delivering data-driven operations capabilities in a DoD environment.
• Experience identifying and tracking project task dependencies, risks, and possible mitigations.
• Experience estimating level of effort in hours, days, and resources to inform a projected project schedule.
• Experience working with highly technical teams in a dynamic, fast-paced environment.
• Experience with Jira, Xray, Confluence, and Git repositories.
• Strong written and verbal communication skills for collaboration with customer representatives, domain experts, systems engineers, and architects.
• Ability to work to strict deadlines and collaborate with people across disciplines and varying levels of technical experience.
• Knowledge of CI/CD pipelines and practices to assist in automating releases.
• High attention to detail and accuracy; ability to manage multiple releases simultaneously.
• Excellent organizational and project management skills.
• Proven experience implementing Agile methodologies to improve software delivery.
• Strong stakeholder management skills and ability to manage stakeholder demands.

Nice To Haves

• ServiceNow Certified Application Developer certification.
• Exposure to ServiceNow applications such as Telecommunication Management System (TSM), Telecommunications Network Inventory (TNI), and Order Management Telecommunications (OMT).
• 3–5 years of experience with ServiceNow administration, configuration management, and platform maintenance.
• Experience with Jira, Git, and Confluence.
• Understanding of ITIL foundation or ITIL certification.
• AWS Cloud and ServiceNow certifications.
• Experience with ServiceNow platform modules including Discovery, Event Management, Scripting, Service Mapping, Business Rules, Script Includes, custom applications, Orchestration, Workflows, and Service Catalog.
• Ability to perform code analysis and troubleshoot difficult technical issues, identify system deficiencies, and recommend solutions.
• Strong knowledge of server and network infrastructure and the related configuration items used by the ServiceNow platform.
• Experience or familiarity with Agile development and testing methodology.
• Experience with DISA and DoD networks.
• Experience with AWS cloud services and enterprise implementations.
• Experience with big data applications.
• Experience with DevOps/DevSecOps, Configuration as Code, Infrastructure as Code, and CI/CD implementation.
• Experience with Elastic/Kibana.
• Understanding of network routing devices and network device configurations.

Responsibilities

• Plan and guide cross-functional teams in executing project tasks using Lean Agile principles.
• Collaborate with Product Owners, requirements teams, development teams, process owners, technical leads, and other stakeholders to mitigate dependencies, address technical debt, and implement configuration and code.
• Manage minor and significant releases, including assessment, analysis, planning, and design of release packages and update sets, and assessment of release risk.
• Drive cross-team planning, collaboration, and coordination; help escalate and remove impediments; and coach teams on the release process.
• Take ownership of complex incidents and ensure they are resolved to the customer’s satisfaction.
• Build product roadmaps in Jira and develop metrics and reports to track sprint, project, and overall program execution.
• Work with end users, software, data, and DevOps engineers, and data scientists.
• Assist in defining technical platform processes, system specifications, inputs and outputs, and hardware and software compatibility parameters.
• Identify current (‘As-Is’) processes and work with Product Owners, subject matter experts, and developers to define future (‘To-Be’) processes.
• Track, monitor, and update user stories in Atlassian Jira.
• Develop business process maps using a standard methodology and toolset.
• Monitor and report technical variances with colleagues and facilitate resolution of issues that could adversely affect product delivery.
• Adapt to the customer’s changing environment and processes, foster innovative ideas, and raise questions or concerns promptly.
• Oversee development, testing, deployment, and support for releases of the Joint Management Tool and Teleport efforts.
• Estimate levels of effort and help identify project task dependencies, risks, mitigations, and projected schedules.
