About The Position
L3Harris is seeking a Program Manager to lead cross-functional teams in the capture, proposal, and execution of ISR TC2 programs. The position manages assigned programs and pursuits across the full program lifecycle, including capture support, proposal development, negotiation, planning, execution, sustainment and support, and closeout, following established company processes and procedures. The Program Manager coordinates multifunctional activities, tracks program cost, schedule, and technical performance, and ensures commitments to internal and external stakeholders are met. The role supports execution of new and existing programs involving advanced technologies and contributes to new business activities that support growth in orders and sales. It also requires communicating program status, risks, issues, and recommendations clearly to senior leadership. The position uses Earned Value Management System methodology and tools and requires the ability to support occasional travel. The job description requires an active Top Secret clearance with SCI eligibility and also states the ability to obtain a US TS/SCI security clearance.
Requirements
- Bachelor’s degree and at least 4 years of prior relevant experience; or a graduate degree and at least 2 years of prior related experience; or, in lieu of a degree, at least 8 years of prior related experience.
- Ability to obtain a US TS/SCI security clearance; the description also states an active Top Secret clearance with SCI eligibility is required.
- Strong communication skills, including the ability to clearly communicate program status, risks, issues, and recommendations to senior leadership.
Nice To Haves
- Hands-on experience with Earned Value Management System (EVMS) methodology and tools.
- Familiarity with military communications systems, specifically datalinks.
- Experience with US Government, particularly DoD, acquisition, contracting, and program management.
- Military or Intelligence Community experience.
- Business or engineering degree, or technical experience.
- At least 4 years of program management or related experience within a DoD environment.
Responsibilities
- Plan and execute development and production programs using Earned Value Management System (EVMS) methodology and tools.
- Lead cross-functional teams in a matrix organization to execute program requirements involving functions such as engineering, manufacturing, finance, and contracts.
- Identify continuous improvement and cost reduction opportunities.
- Coordinate with customers to identify opportunities and solutions and resolve issues across proposal, production, and support activities.
- Provide concise management reports on program status, potential issues, risks, and recommended solutions.
- Lead proposal teams in defining and developing competitive proposals for the DoD community and its contractors.
- Manage assigned programs and pursuits across capture support, proposal development, negotiation, planning, execution, sustainment and support, and closeout.
- Track program cost, schedule, and technical performance and ensure commitments to internal and external stakeholders are met.
- Support execution of new and existing programs involving advanced technologies and contribute to new business activities that support growth in orders and sales.
