About The Position

Requirements

• Must be a U.S. citizen.
• Meet the specialized-experience, education-substitution, or combination qualification requirements for the GS-09 or GS-11 level.
• For GS-09 specialized experience: one year equivalent to GS-07 applying practices and procedures for receipt, storage, sale, reutilization, and disposal of environmentally sensitive materials and waste; supporting environmental-program requirements with guidance to relevant personnel; and applying local, state, and federal rules governing hazardous and toxic materials and waste.
• For GS-11 specialized experience: one year equivalent to GS-09, including experience performing disposal-contract oversight and inspecting materials, containers, and storage facilities.
• Education may substitute for experience: GS-09 requires a related master's or equivalent graduate degree, two years of progressively higher-level graduate education leading to such a degree, or a related LL.B. or J.D.; GS-11 requires a related Ph.D. or equivalent doctoral degree, three years of progressively higher-level graduate education leading to such a degree, or a related LL.M.
• Combinations of qualifying post-high-school education and experience may be used to meet GS-09 or GS-11 qualification requirements, subject to the stated percentage calculation and graduate-education limits.
• Meet applicable eligibility requirements, including time-in-grade for GS positions, time-after-competitive appointment, minimum qualifications, and other regulatory requirements by the announcement closing date.
• Submit transcripts or other documentation if using education to qualify; unofficial transcripts are acceptable at application unless otherwise stated.
• Complete a pre-employment physical.
• Pass required suitability or fitness determination; a favorable determination is required where reciprocity cannot be applied.
• Meet the Selective Service requirement if applicable: males born after December 31, 1959, must be registered or exempt.
• Provide REAL ID or other acceptable identification documents to access certain federal facilities.
• Employees must refrain from illegal drug use; positions designated for drug testing require pre-employment testing and may be subject to random testing.
• Work involves frequent walking and standing during inspections and observation of on-site operations.
• May need to use limited safety equipment, including hard hats and safety shoes.

Responsibilities

• Oversee compliance responsibilities for hazardous materials physically stored at DLA Disposition Services sites, including 90-day hazardous storage facilities and Conforming Storage Facilities.
• Coordinate a Conforming Storage Facility for hazardous materials generated throughout a state area or equivalent.
• Determine when permits are required; prepare or coordinate permit applications and resolve issues so permits are obtained on time.
• Perform technical environmental-disposal-program tasks at full-service sites, including Hubs, retrogrades, special contracts, and unusual waste streams.
• Ensure facilities remain or become compliant with applicable regulations.
• Conduct pre-receipt inspections of hazardous materials and waste generation.
• Provide technical guidance to field-office materials-handling personnel performing receiving and warehousing functions.
• Guide sales and reutilization personnel on the RTD/Sales of hazardous materials and waste.
• Guide DLA Disposition Services personnel on applicable environmental regulations and policies.
• Implement and administer an Environmental Management System for designated sites.
• At the GS-11 level, perform oversight tasks for disposal contracts and inspect materials, containers, and storage facilities to determine their nature and condition.
