About The Position

Requirements

• U.S. citizenship or nationality.
• One year of specialized experience equivalent to the GS-14 grade level in the Federal Service, including expertise providing significant advice and substantial interaction with management and staff on diverse matters including international trade, economics, legal analysis, and budget issues.
• Register for Selective Service if a male born after December 3, 1959.
• Pass a background investigation and fingerprint check.
• Meet all qualification requirements by the announcement closing date and clearly identify qualifying experience and other relevant qualifications in application materials.

Responsibilities

• Establish and oversee the Foreign Competitiveness Analysis Program.
• Direct and lead program development and management in support of the Commission’s mission.
• Work collaboratively with investigative-area directors to develop, evaluate, and improve policies and procedures for preliminary investigations and information collection.
• Serve as liaison between Commissioners and offices involved in investigative processes; communicate priorities, recommend program objectives, and coordinate program responsibilities.
• Supervise and lead staff efforts to develop analytic tools, policies, and procedures supporting the program’s mission.
• Provide expert advice on priorities and options for USITC-initiated investigations, based on qualitative and quantitative information about foreign actions harming U.S. competitiveness.
• Brief senior Commission officials on program development, activities, and work products.
• Represent the agency, in coordination with OGC and ER when required, before other federal agencies and stakeholders to secure cooperation, develop or negotiate cooperative agreements, and collaborate on special projects.
• Contribute to Commission and program research priorities concerning foreign actions that harm U.S. competitiveness and solicit feedback as directed by the Commission.
• Supervise staff in collecting and estimating relevant, often sensitive data; conducting analysis; and preparing periodic or special reports and briefing materials.
• Provide statistical data, information, and analysis on imports, exports, non-tariff measures, production, and other international trade matters relating to U.S. competitiveness.
• Keep informed about the operation and effect of U.S. trade-agreement provisions concerning duties or other import restrictions, as provided for in 19 U.S.C. 2482.
