About The Position

Chameleon Integrated Services is seeking a forward-thinking Senior Power BI / Decision Intelligence Developer with strong experience in operational support to join their growing information technology company. This role involves working on revolutionary federal IT infrastructure and growing alongside cutting-edge technology. Chameleon Integrated Services specializes in operations management, quality systems, data operations, and cybersecurity, securing sensitive data for the Department of Defense and other U.S. federal government agencies. They are known for their client and employee care and promote from within. This is a part-time consultant/business intelligence specialist position, targeting 12-16 hours per week, with potential for increased workload during active dashboard construction, onboarding, testing, and tuning phases. The role is remote (U.S. Based) with occasional travel to Tallahassee, FL. The project requires building highly specialized decision-intelligence dashboards that surface actionable anomaly data while preserving strict forensic evidence and source traceability. Compensation is milestone/deliverable-based fixed-price.

Requirements

  • 8+ years of comprehensive business intelligence, reporting infrastructure, or data analytics experience.
  • 5+ years of advanced, hands-on enterprise Power BI development experience.
  • Mastery of advanced DAX expressions and Power Query/M script language for complex column manipulation and semantic modeling.
  • Expert understanding of dimensional data modeling, star schemas, semantic layer development, and enterprise data warehousing.
  • Proven history configuring advanced drill-through actions, contextual filters, and transaction-level details views that retain full lineage to cloud data tables.
  • Experience establishing uniform reporting frameworks and export-ready formatting parameters for pristine PDF and Excel output retention.
  • Documented experience connecting Power BI directly to advanced Azure data-source architectures.
  • Strong background participating in user requirements workshops, mapping business needs, and executing structured validation test scripts.
  • Verifiable history delivering data analytics or business intelligence solutions for local, state, military, or federal government entities.
  • Structural familiarity with Section 508 accessibility guidelines and government reporting standards.
  • Must be a U.S.-based citizen or resident.
  • Must be able to successfully clear an FDLE Level II background screening (including fingerprinting) within 5 business days of contract award.

Nice To Haves

  • Prior experience configuring analytics dashboards inside secure Azure Government cloud environments.
  • Hands-on experience developing reports that pull directly from Azure Databricks workspaces and Azure Data Lake Storage Gen2 (ADLS Gen2) foundations.
  • Background building specialized dashboards for fraud detection, improper payments, procurement risk, contract auditing, or investigative case management.
  • Experience deploying reports via automated Power BI deployment pipelines integrated with Git or Azure DevOps version-controlled repositories.

Responsibilities

  • Decision Intelligence Engineering: Develop advanced decision-intelligence dashboards that present automated anomaly and risk results alongside the granular, supporting transactional evidence needed by forensic investigators.
  • Persona-Based Architecture: Build role-based workspace layouts that seamlessly toggle between high-level executive summaries for senior leadership and deep drill-through detail views for agency analysts.
  • Scalable Multi-Agency Partitioning: Configure robust security boundaries to build agency-specific data views without creating separate, fragmented codebases or report files.
  • Security Framework Enforcement: Implement rigorous role-based access control (RBAC) and row-level security (RLS) data-governance models to ensure individual state agencies can never see cross-agency data without explicit authorization.
  • Value-Realization Modeling: Design and embed standardized, repeatable reporting metrics to quantify statewide oversight impacts, including potential cost avoidance, financial recoveries, identified risk exposure, generated investigative referrals, and realized oversight efficiencies.
  • Performance Optimization: Execute deep query performance tuning, data modeling refinement, and calculation optimization to guarantee compliance with legally binding speed and latency contract thresholds.
  • Data Quality & Lifecycle Validation: Build embedded data quality and ledger reconciliation reports to verify the continuous field completeness and cross-system correlation accuracy of the underlying data layers.
  • Training & UAT Support: Lead hands-on report training sessions and facilitate user acceptance testing (UAT) workshops with state agency program staff, ensuring full system handover.
