About The Position

Under general supervision, the Police Lieutenant rank is assigned to supervise and administer one of three positions: Commander of Patrol Division, Criminal Investigation Division, or Administration Division. This may include oversight of the Municipal Jail, Property and Evidence Unit, and/or Animal Control Unit. The position is responsible for performing all essential functions and possessing the knowledge, skills, and abilities required of a Police Lieutenant. Lieutenants may supervise/manage Sergeants, Corporals, Supervisors, Police Officers, and/or Civilian Employees based on assignments. This position also requires performing all essential functions and possessing the knowledge, skills, and abilities of a Police Sergeant.

Requirements

  • Knowledge of police methods, practices, and procedures.
  • Knowledge of controlled substances and laws regarding them.
  • Knowledge of methods and techniques of criminal investigations.
  • Knowledge of evidence collection techniques and interviewing techniques.
  • Knowledge of the use of police records and their application to the solution of police problems.
  • Knowledge of general social problems and cultural diversity of citizenry.
  • Knowledge of federal, state, and City criminal and traffic laws and related court decisions, department policies, general orders and operation orders, police regulations, and other related rules and policies.
  • Knowledge of the structure, organization, and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
  • Knowledge of principles and practices of program administration.
  • Knowledge of effective communication principles and practices to include public relations and public speaking.
  • Knowledge of principles of business letter writing and basic report preparation.
  • Knowledge of project management techniques.
  • Knowledge of English usage, spelling, grammar, and punctuation.
  • Knowledge of modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Skills in utilizing personal computer software programs and other relevant software affecting assigned work and in compiling and preparing reports and spreadsheets.
  • Skills in establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups, and the general public.
  • Skills in understanding community and social conditions to determine needs.
  • Skills in working cooperatively, courteously, but firmly with all segments of the public.
  • Skills in evaluating a situation, making effective decisions under pressure, and taking appropriate actions.

  • High School Diploma/GED.
  • 60 college credits or an Associate's Degree in law enforcement, Criminal Justice, business Administration or related field and POST certification.
  • Five years of experience as a Patrol Officer that includes two years of experience as an investigator/detective, and 2 years of staff supervisory experience; OR an equivalent combination of education, training and experience.
  • Possession of valid Driver’s License.
  • Missouri POST Certification.

Responsibilities

  • Plan, direct, coordinate, and review the work of assigned staff; assign tasks and coordinate schedules, projects, and programs; provide constructive feedback; review and evaluate work and make effective suggestions and recommendations.
  • Coach, train and motivate staff; coordinate and/or provide staff training; and manage employee relations; coordinate the workflow and prioritization of assignments and measure the performance of the unit and all related staff and take appropriate corrective action when necessary; provide advice and counsel to staff; assist with development of developmental work plans for staff; and assist with investigation and implementation of corrective actions, discipline and termination procedures as appropriate/necessary.
  • Investigate reports of crime including interviewing victims, witnesses and suspects; process crime scenes; complete probable cause statements and collect evidence and photography; prepare prosecution documents and present cases to the prosecutor’s office; and testify in court.
  • Maintain policies and procedures for the administration of the department; monitor implementation of departmental rules and regulations; update departmental guidelines according to federal, state, or local legislation; and analyze regulatory compliance where appropriate.
  • Direct and manage law enforcement activities and investigations.
  • Ensure proper enforcement of all applicable codes, ordinances, laws, and regulations (both traffic and criminal) to protect life and property, prevent crime, and promote security.
  • Oversee, direct, assign, or conduct criminal investigations; provide consultation and professional or technical expertise on major investigations, as needed.
  • Support the relationship between the City of Belton and the constituent population by providing excellent customer service; promote the City goals and priorities in compliance with all policies and procedures; maintain absolute confidentiality of work-related issues, client records and City information; and perform related duties as required or assigned.
  • Ensure that job duties are completed in strict adherence to established safe work practices.
  • Investigate personnel/citizen complaints; facilitate social media platforms; serve as a Public Information Officer (PIO); manage public/police events; generate annual and/or after-action reports; and perform other duties as assigned by the Deputy Police Chief.
