About The Position

Requirements

• Completion of a two (2) year college or university program specializing in business management, office administration, computer applications, or a directly related field.
• Four (4) years of experience in a professional office environment in a public agency, or construction, maintenance, or operations of utilities and facilities.
• A minimum of two (2) years of experience in a supervisory capacity.
• Minimum of two (2) years’ experience working with utility billing or similar software system.
• Must possess a valid State of Montana driver’s license or have the ability to obtain one within Thirty (30) days.

Nice To Haves

• Experience with Black Mountain Utility Billing Software preferred.

Responsibilities

• Manages and leads the daily operations of Utility Services.
• Develops priorities and assigns tasks and projects in an efficient and effective manner.
• Meets regularly with staff to discuss and resolve workload and technical issues.
• Provides training, coaching, and performance evaluations for assigned staff.
• Establishes and monitors personnel schedules, recommends approval of leaves and vacations, listens to and adjusts complaints and grievances.
• Reviews, verifies, and evaluates staff work product for accuracy and possible irregularities to ensure the timely and accurate billing of utility customers.
• Ensures records and rates are accurate, current, and maintained.
• Approves all required adjustments to individual accounts.
• Reviews and provides recommendations to the Finance Director regarding collections of delinquent accounts and the property lien process.
• Assists in developing and implementing new billing techniques and systems or in modifying existing methods and procedures.
• Performs routine clerical and administrative duties.
• May be required to perform work of Customer Service Clerk(s) as needed to manage workloads and provide excellent and timely service for customers.
• Provides prompt and courteous service to the public with billing questions, requests for information, and complaints to maintain positive customer relations.
• Resolves complex customer service issues and manages difficult customers.
• Coordinates solution of customer service issues with other City staff as needed.
• Resolves complaints and problems from the general public in a professional, helpful, and tactful manner.
• Reviews utility rules and regulations regularly and recommends necessary changes.
• Reviews and modifies Utility Services related permits as needed.
• Reviews within designated timeline and provides Utility Services approval for building permit applications relating to water and sewer utility line size, meter pit, and meter size.
• Advises customers and related staff of Utility Services requirements.
• Collaborates with Public Works on annual budget requests and justifications for submission to the Public Works Director or designee.
• Supervises the requisitioning and use of meter supplies and equipment.
• Analyzes annual operating costs and makes recommendations for department budget.
• As assigned, prepares periodic financial, statistical, and operational reports.
• Analyzes, prepares, and maintains utility rate and assessment data.
• Performs periodic audits of all utility accounts.
• Reviews and tracks work orders for meter installation and replacements.
• Ensures that all meter supplies, materials, equipment, and inventory are maintained.
• Performs other duties and responsibilities as assigned.
• Serves on various employee or other committees as assigned.
• Attends meetings as requested.
• Coordinates with other private utility companies regarding locations of utility systems.
