About The Position

At the Nova Scotia Department of Finance and Treasury Board, we provide financial leadership, analysis, and policy support that helps strengthen Nova Scotia. As stewards of the province’s financial affairs, we deliver a broad range of corporate fiscal and management services. Our eight Financial Advisory Services (FAS) units work directly with departments, Crown corporations, and other public service entities, providing support in budgeting, forecasting, and program-related financial advice. We are continuously seeking new and innovative ways to improve how we plan, manage, budget, and invest. As the Coordinator/Senior Financial Analyst, Financial Advisor Services, you will be responsible for leading and managing financial advisory services staff in the functions of accounting, budgeting, forecasting and financial consulting services for the client department(s). You will be responsible for coordinating the preparation of accurate and timely financial information as needed, including annual budgets, monthly forecasts and other financial planning advice and analysis. You will manage the monthly and annual accounting procedures and the annual audit process. You will monitor and evaluate financial processes and transactions for compliance with the Public Sector Accounting Standards (PSAS) and other relevant CPA Canada standards and requirements. You will also provide financial support and advice to clients through various projects and other assignments. As the Coordinator/Senior Financial Analyst, Financial Advisory Services, you will report to the Manager, Financial Advisory Services. This competition may be used to fill multiple Permanent, Term, Temporary and Casual Financial Service Officer 3 opportunities over the next several months.

Requirements

  • Successfully completed high school
  • Three years of post-secondary professional accounting training
  • Six years of related experience, including supervisory responsibilities.
  • Proficient in programs such as Office 365 (Excel, Word, Outlook), enterprise resource planning systems, internet, and the ability to quickly learn custom applications is required.
  • Exceptional communication skills (Written and Verbal) with strong interpersonal and relationship building skills.
  • Excellent time management skills, prioritizing work and resources to meet strict deadlines.

Nice To Haves

  • A Bachelors’ degree in commerce or business administration
  • Enrollment in the Canadian Chartered Professional Accountants (CPA) program
  • Knowledge of the corporate financial management system (SAP/S4HANNA) or similar applications
  • Detail oriented, decisive and guided by Public Sector Accounting Standards (PSAS) and other relevant CPA Canada standards and requirements, while applying an innovative approach to your work.
  • Enjoy learning new computer systems which allow you to find ways to streamline processes while maintaining business requirements and meeting tight deadlines.

Responsibilities

  • Ensure client department’s financial information processing and reporting is accurate and timely and that client service standards are set, monitored and achieved.
  • Provide client training.
  • Preparation, analysis, and data entry of budget managers’ monthly forecasts of expenditures and revenues including providing accurate and timely monthly variance analysis.
  • Preparation of the monthly forecast comparison report detailing changes in the Department’s budget.
  • Preparation and analysis of spending trends and recommendations.
  • Assists with the preparation of the departmental budget.
  • Responsible for the month-end and year-end accounting processes.
  • Responsible for design, modification, and updating of various reports as required by senior management.
  • Responsible for timely updates of the corporate full-time equivalent software system.
  • Responsible for updating salary data.
  • Responsible for distribution and receipt of monthly forecast reports.
  • Efficient and effective allocation of resources in managing the performance of your team.
