About The Position

The San Joaquin Valley Air Pollution Control District is recruiting for an Air Quality Specialist I to fill a current vacancy in its Compliance Department in Bakersfield, California. The eligible list may also be used to fill future vacancies. After two years of service, incumbents may be eligible to advance to the Specialist II classification, where they are fully competent and independently perform the full range of Specialist duties. The stated Specialist II salary range is $7,430.11 to $9,038.01 per month. The role develops, implements, and maintains GIS tools and applications that support Compliance Department operations, improve staff efficiency, and enable data-driven decision-making. Work includes developing and enhancing GIS map layers; evaluating processes and identifying workflow improvements through GIS-based solutions; creating and maintaining custom GIS applications, including mobile applications for field inspections and investigations; and integrating GIS applications with District databases and information systems. Additional work includes analyzing compliance and operational data; developing interactive dashboards and reports to monitor activities and performance metrics; providing technical assistance and training to staff; and coordinating with departmental personnel and Information Technology staff to identify technology needs and implement solutions. The position requires a valid California driver’s license or the ability to obtain one upon hire, and the ability to attend work daily as scheduled.

Requirements

  • Bachelor’s degree from a four-year college or university with major coursework in atmospheric or environmental science, chemistry, physics, engineering, mathematics, regional, urban, or environmental planning, geography, or a closely related field. Technical support experience in an air quality, environmental, or related field may substitute for education on a year-for-year basis, up to a maximum of two years.
  • Knowledge of basic keyboarding and computer applications related to the work, including the Esri ArcGIS platform and associated products: ArcGIS Online, Field Maps, Survey123, Experience Builder, and Dashboards.
  • Basic skills in collecting and organizing large data sets, analyzing varied data, making complex calculations, writing technical reports, and evaluating alternative solutions.
  • Ability to read and interpret laws, policies, procedures, regulations, maps, specifications, graphs, and statistical data.
  • Ability to maintain effective communication with stakeholders and coworkers.
  • Ability to exercise sound independent judgment within established procedural guidelines.
  • Valid California driver’s license or ability to obtain one upon hire.
  • Ability to attend work daily as scheduled.

  • Coordinate with departmental personnel and Information Technology staff to identify technology needs and implement effective solutions.
