About The Position

The MITRE Intelligence Center is seeking a Department Chief Engineer for the Criminal & Cyber Investigations Department within the Domestic Security & Strategic Intelligence Division (DSSI). The Criminal & Cyber Investigations Department delivers innovative, cutting-edge technical solutions to our law enforcement sponsors. The Department uses a multidisciplinary approach to address sponsor challenges and teams with industry partners and other government stakeholders to solve problems that are critical to national security. The Department’s work researches, develops, applies, and accelerates adoption of advanced capabilities and technologies in areas such as digital investigations, cyber operations, anonymity technologies, digital assets and financial crimes, digital evidence processing, and cyber forensics. The Domestic Security & Strategic Intelligence (DSSI) Division is seeking a technical leader to serve as the Criminal & Cyber Investigations Department Chief Engineer (CE). This position is the senior technical authority for a portion of the overall Division work program, reporting to the Criminal & Cyber Investigations Department Manager and serving as a member of the DSSI Division’s senior leadership team. The CE will work in partnership with the Department Manager and Project Leaders to ensure the execution of a high quality, high impact technical work program that achieves the sponsor’s mission critical outcomes. The selected candidate will serve as an integral member of the Department Leadership Team and will be expected to work in partnership with Division Leadership to guide the technical direction, quality, and impact of current direct work; shape future work; and support the growth of our workforce. The CE will work with all Project Leaders, making significant technical contributions, providing thought leadership, and developing and executing technical strategies that inform and drive capability development and innovation across the work program. The CE is accountable for leading the Department’s technical quality program, participating in deliverable reviews, and collaborating across MITRE National Security (MNS), MITRE Public Security (MPS), and MITRE Technology and Engineering (MTE) to increase the quality, efficiency, and effectiveness of delivery to the sponsor. The CE is responsible for establishing technical partnerships internal and external to MITRE to further develop the workforce, enhance technical quality, and strategically leverage MITRE capabilities – all in furtherance of high impact solutions to our sponsor’s hardest problems. This includes a direct role in shaping Internal Research and Development efforts and partnering with MTE centralized Capabilities to mature solutions for sponsors in this work program now and into the future. The primary responsibilities of this position must be carried out in person in McLean, VA. The selected candidate will establish a regular presence at sponsor sites and MITRE locations where staff support those organizations, and must be available to travel to these locations on short notice. This may entail frequent, flexible, or extended travel as mission and organizational needs dictate.

Requirements

  • Minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience
  • Bachelor’s degree in Engineering, Computer Science, Mathematics, or a comparable technical field (advanced degree + relevant experience preferred)
  • Demonstration of specific sponsor/program knowledge and technical domain expertise.
  • Successful experience driving delivery of specific sponsor strategic outcomes through effective work program execution
  • Demonstrated success meeting cost, schedule, performance, and quality metrics in sponsor work
  • Demonstrated experience in shaping strategies for teams of dozens of engineers to achieve organizational goals.
  • Ability to operate autonomously, take calculated risks, and make sound decisions with incomplete information
  • Excellent written, verbal, and presentation communication skills; able to effectively engage with both sponsor and internal audiences at all levels
  • Proven ability to collaborate and build relationships across a complex national security environment, integrating efforts across organizations to achieve greater impact
  • Demonstrated ability to work across organizational boundaries and deliver enterprise-level outcomes
  • U.S. Citizenship with Top Secret Clearance and Polygraph
  • Ability to obtain accounts on sponsor’s unclassified and classified networks
  • On-site work requirement: five days per week between MITRE’s McLean, VA campus and sponsor site with readiness for frequent, flexible travel as needed

Nice To Haves

  • Experience in creating and managing research and development efforts.
  • Graduate degree in national security, engineering, computer science, physical sciences, mathematics, or a related field
  • Experience with defining work programs, oversight of key performance indicators, and execution of strategic outcomes.
  • Experience with multi-level customer/sponsor and/or enterprise-wide engagements.

Responsibilities

  • Collaborate with Department leadership on development of the Department strategy, which guides technical workforce shaping, investments, and initiatives and aligns project execution with sponsor strategic objectives.
  • Identify and champion opportunities to grow our work program.
  • Lead the use of appropriate methodologies to de-risk emerging concepts, validate approaches, and accelerate transition of capabilities to the sponsor.
  • Identify and leverage opportunities for integration and cross cutting opportunities across MITRE.
  • Develop, lead, and implement the Department’s technical quality program to deliver high-quality, high-impact technical solutions, prototypes, and products, informed by experimentation and operational feedback.
  • Coordinate across MITRE work programs to align department technical strategy with enterprise objectives.
  • Represent MITRE’s capabilities, impacts, and strategic direction to senior sponsors to improve the impact of our work.
  • Make significant strategic and technical contributions to the Department’s work program and provide thought leadership to the department and project staff.
  • Identify training and education opportunities for staff and other members of our work program (assigned, deployed, or organic).
  • Support the DM in setting and accomplishing Department organizational objectives in support of the broader Division, Center, MNS, and MITRE strategy.
  • Define and implement standards, processes, and procedures for Department core functions that account for sponsor data handling restrictions, MITRE business system capabilities, and reducing barriers to execution.
  • Mentor staff and enhance their technical development and career growth.
  • Support the Division Chief Engineer in their efforts to implement and respond to division, center, sector, or corporate initiatives. This includes participation in shaping MITRE IR&D and Capabilities to enable current and continued execution of the department’s work program.
