About The Position

The Technical Instructor serves as a senior level instructor and curriculum developer for Environmental, Safety, and Health (ES&H) training programs supporting N3B operations at a Department of Energy (DOE) facility. This position provides expert level stand up instruction, leads complex training initiatives, and ensures training programs meet DOE, regulatory, and organizational requirements. The Technical Instructor functions as a subject matter resource for ES&H training, mentors junior trainers, and collaborates with management and SMEs to drive continuous improvement in training effectiveness and workforce qualification. This position reports to the N3B Training Manager. 426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

Requirements

  • A Bachelor's degree in Occupational Safety, Environmental Science, Industrial Hygiene, or a closely related field and at least five (5) years of relevant experience (for Level 3).
  • A Bachelor's degree in Occupational Safety, Environmental Science, Industrial Hygiene, or a closely related field and at least nine (9) years of relevant experience (for Level 4).
  • Must have a high school diploma (per DOE O 426.2).
  • Competent knowledge of ES&H principles, DOE facility operations, and regulatory requirements.
  • Competent experience delivering stand up instruction to adult learners in technical or safety related subjects.
  • Competent experience with the Systematic Approach to Training (SAT), ADDIE, and other training development models.
  • Proficiency with Learning Management Systems (LMS) and standard office software (MS Word, Excel, PowerPoint, Outlook; Adobe Acrobat).
  • Ability to interpret and apply procedures, regulatory requirements, and technical documentation.
  • Strong organizational skills with the ability to manage multiple tasks and deadlines.
  • Excellent oral, written, and interpersonal communication skills.
  • Ability to apply critical thinking, problem solving, and decision making skills in support of training needs.
  • Competent experience working with multi skilled professionals with varying backgrounds and education levels.
  • Supports audits, assessments, and corrective actions related to training program performance.
  • Ability to work effectively in high stress, fast paced environments.
  • Demonstrated ability to develop, revise, and maintain training materials.
  • Ability to mentor others and contribute to organizational success through effective training delivery.
  • Maintains required safety, security and operational training; assure procedural and regulatory compliance; make safety, security and quality an integral part of every task; including stopping work if job is unsafe or compromises security.
  • Ability to protect the confidentiality and integrity of Personally Identifiable Information (PII).

Nice To Haves

  • Relevant professional certifications (e.g., OSHA, HAZWOPER, CHST, CET, CIH, CSP) are highly desirable.
  • Experience working within the Department of Energy community or other government setting.

Responsibilities

  • Delivering stand up instruction for ES&H courses, including but not limited to radiation protection, hazardous waste operations, industrial safety, environmental compliance, and emergency preparedness. Courses could include high hazard, regulatory, and DOE specific training topics.
  • Leading the design, development, and revision of training programs using the Systematic Approach to Training (SAT).
  • Ensuring training materials meet DOE Order 426.2, N3B procedures, and applicable ES&H regulations as well as follow SAT principles.
  • Conducting complex needs analyses, job task analyses, and training effectiveness evaluations.
  • Delivering classroom, hands on, and practical skills training sessions.
  • Evaluating trainee performance through written exams, demonstrations, and on the job assessments.
  • Maintaining accurate training records, rosters, and documentation in the Learning Management System (LMS).
  • Reviewing and updating training content to ensure accuracy, regulatory compliance, and alignment with current procedures.
  • Collaborating with SMEs and line management to identify training needs and develop or revise training modules.
  • Supporting multiple programs, attending planning meetings and presenting updates on course status, trainee performance, and curriculum changes.
  • Applying Human Performance Improvement (HPI) principles and fostering a questioning attitude in all training activities.
  • Managing multiple assignments and projects in a fast paced, high demand environment.
  • Providing coaching, mentoring, and guidance to trainees and junior training staff as well as reviewing and approving training content developed by junior trainers or SMEs.
  • Demonstrating strong verbal and written communication skills to effectively convey technical concepts to diverse audiences
