Business Analyst- Appraiser

About The Position

Summary: Flatter, Inc. is seeking an Appraiser to provide contractor support to USDA’s Claims Support Section within the U.S. Department of Agriculture (USDA). In this role, you will deliver appraisal review and quality assurance support for the Rural Development (RD) Single Family Housing (SFH) Guaranteed Loan Program, including reviewing property evaluations for compliance with Uniform Standards of Professional Appraisal Practice (USPAP), applicable program requirements, and relevant guidance. You will also support special projects and recurring reporting tied to loan servicing and program support for the USDA Guaranteed Loans Division (GLD).

Requirements

  • Certificate(s): Certified Appraiser
  • Knowledge of fact-finding and analytical techniques to gather, correlate, and analyze information; draw logical conclusions; and develop recommendations.
  • Expert knowledge of USPAP standards and SFH-Guaranteed Loan Program regulations, policies, and procedures.
  • Knowledge of management practices, theories, methodologies, and trends to support development of management systems and program evaluation standards.
  • Knowledge of mortgage systems and mortgage loan industry/servicing operations (government and private sector) sufficient to analyze data and provide informed recommendations.
  • Ability to produce clear, stakeholder-ready written deliverables (e.g., review findings, recommendations, and summaries) and communicate complex/controversial issues effectively.
  • Skill in working effectively with senior leaders, cross-functional teams, and external stakeholders (e.g., lenders, servicers, appraisers, and organizations with shared interests).
  • Ability to develop business requirements and identify those critical to continued program success.

Responsibilities

  • Perform quality reviews of property evaluations to ensure compliance with USPAP guidelines and standards, regulatory requirements, and national/regional directives.
  • Identify practices that deviate from prescribed policies and procedures; document findings.
  • Identify practices and procedures that require new or revised policies; develop comprehensive recommendations.
  • Serve as a subject matter resource for SFH-Guaranteed Loan Program requirements and USPAP standards; provide recommendations and technical input to USDA points of contact.
  • Provide technical input supporting the development and implementation of guidance related to real estate values and issues impacting SFH-GLP risk and losses.
  • Interpret applicable laws, policies, regulations, USPAP standards, and operating guidance; provide clear written feedback and technical support to regional staff and stakeholders.
  • Draft and maintain regional job aids, checklists, and procedures, as requested, to support consistent appraisal review practices.
  • Complete special projects and recurring reporting deliverables associated with loan servicing and program support, meeting quality and timeline expectations.
  • Perform other related duties, as assigned, to support contract objectives.
