About The Position

The Department of Information Resources (DIR) requires the services of 1 Systems Analyst 3, hereafter referred to as Worker, who meets the general qualification of Systems Analyst 3 and the specifications outlined in this document for the above-named customer. Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system. GitHub Administrator will be responsible for governance, security, compliance, and automation of the GitHub Enterprise platform. Ensure DevSecOps enablement, audit readiness, and standardized CI/CD practices across the enterprise software development lifecycle.

Requirements

  • 8 years experience in Git-based version control administration
  • 8 years Hands-on experience managing GitHub Enterprise (Cloud or Server) organizations
  • 8 years Expertise in RBAC, SAML/SSO, and branch protection strategies
  • 8 years Proficiency in GitHub Actions and YAML-based workflow automation
  • 8 years Experience integrating CI/CD pipelines with cloud platforms (AWS preferred)
  • 8 years Experience with audit logging, compliance reporting, and access reviews
  • 8 years Proficiency in scripting (Python, Bash, PowerShell) for automation
  • 8 years Experience implementing DevSecOps practices within CI/CD pipelines
  • 8 years Experience with GitHub Advanced Security (CodeQL, Secret Scanning)

Nice To Haves

  • 4 years Preferred Experience with Infrastructure as Code (Terraform, Bicep)
  • 4 years Preferred Knowledge of policy-as-code implementations
  • 4 years Preferred Ability to document governance standards and developer guides
  • 4 years Preferred Experience leading technical enablement sessions
