Human Capital and Personnel Data Analyst

About The Position

Deliver a human capital and personnel analytics program of services for analysis in coordination with government project stakeholders. Provide expertise, guidance, consultation, facilitation, and thought leadership to the client or project team for a human capital or personnel analytics program of services. Coordinate with client and project staff to identify and recommend mitigation options for data and process shortfalls, as well as develop improvement and remediation recommendations to align personnel and positional data and management practices to strategic resource guidance. Advise analysis leadership on key human capital or personnel data results and trends across civilian, military, and contractor positions. Leverage tools or technologies to develop and maintain Tableau dashboards to perform root cause analysis on protracted issues affecting personnel and positional data, including gaps, inconsistencies, and alignment to corporate business rules. Develop and provide reports and briefings in support of personnel and executive resource forums, including monthly executive-level summaries on key activities and improvement areas. Update annual personnel management plans on key activities and improvement areas. Provide quarterly updates to annual plans and periodic updates and status reports of ongoing and emerging requirements. Analyze the hiring pipeline and resources in use to inform strategic manpower shifts within analysis. Collaborate with HD, career services, and analysis organizations to recommend staffing changes and provide recommended courses of actions to achieve the mission of analysis. Investigate evolving and current HD policies or programs for understanding, impact, and implementation within analysis. Provide input and recommendations for leadership decision-making. Document and keep current decision-making frameworks or processes and implementation guidance for human capital programs and personnel analytics processes. Work without considerable direction, and mentor or supervise team members.

Requirements

  • 11+ years of experience in human capital or personnel analytics
  • Experience using SQL to pull specific data from multiple databases
  • Experience using Python to clean and join disparate datasets, and Tableau to build and maintain impactful dashboard visualizations
  • Experience with data analysis, and providing insights and recommendations from analysis that then influence and inform decision-making
  • Experience engaging with leaders to assess organizational needs and develop high-impact solutions
  • Experience coordinating activities performed by specialists or staff
  • Knowledge of the government intelligence mission and the Intelligence Community (IC)
  • Ability to manage competing priorities
  • Active TS/SCI clearance; willingness to take a polygraph exam
  • Bachelor’s degree
