About The Position

The Business Analyst IV is a business analysis leader who shapes business strategy, guides enterprise initiatives, and aligns organizational objectives with technology-enabled solutions. The role partners with leadership to define business value, establish requirements strategies, and influence decisions supporting enterprise priorities. As a trusted advisor and subject matter expert, the Business Analyst IV provides strategic oversight across programs, drives cross-functional and cross-domain alignment, establishes business analysis standards and best practices, and leads complex transformation initiatives designed to achieve measurable business outcomes. The position also advances business analysis capabilities, champions innovation, and mentors analysts at all levels.

The role establishes executive-level partnerships across business and technology, advises leaders on investment and portfolio decisions, and owns business analysis strategy across programs and enterprise initiatives. It leads complex requirements discovery and modeling, oversees Epics, Features, and related artifacts throughout their lifecycle, and evaluates business performance, risks, dependencies, and outcomes. The Business Analyst IV also guides transformation and organizational change efforts, including mergers and acquisitions, and leads adoption of AI-enabled tools, analytics, automation, and emerging technologies to modernize business analysis practices.

This position requires a bachelor's degree or equivalent relevant work experience, at least seven years of progressive related experience, payer industry experience, and knowledge of business-domain regulatory reporting and compliance requirements. Preferred certifications include IIBA, Six Sigma, ITIL, Agile, Lean, and/or SAFe. The role is in a general office environment and may involve sitting or standing for extended periods. Travel is not typically required. Compensation is listed as $94,100 to $164,800, with potential eligibility for a performance-based bonus and a comprehensive total rewards package.

Requirements

• Bachelor's degree required; equivalent years of relevant work experience may be accepted in lieu of the required education.
• Seven years of progressive business analysis, requirements management, or related experience required.
• Relevant payer industry experience required.
• Specific business domain knowledge and experience, including regulatory reporting and compliance requirements, required.
• Experience with Azure DevOps, Service Now, JIRA, Modern Requirements, or equivalent business requirements management tools and software development processes, including hybrid/agile.
• Expert knowledge of business analysis methodologies, requirements management practices, SDLCs, and enterprise delivery frameworks.
• Exceptional strategic thinking, systems analysis, problem-solving, and decision-making skills.
• Executive-level communication, facilitation, negotiation, and stakeholder management skills.
• Demonstrated ability to lead multiple cross-functional teams, programs, and enterprise initiatives.
• Expertise in business case development, investment analysis, ROI evaluation, and value realization.
• Advanced knowledge of healthcare payer operations, regulatory requirements, and compliance standards.
• Ability to establish standards, governance processes, and organizational best practices.
• Experience leveraging AI-enabled tools, advanced analytics, and automation technologies to support enterprise decision-making and business transformation.
• Ability to analyze and interpret complex operational, financial, and performance data for strategic planning and organizational outcomes.
• Experience supporting large-scale transformation, mergers and acquisitions, or organizational integration initiatives.

Responsibilities

• Establish and maintain executive-level partnerships across business and technology functions to drive strategic alignment, informed decision-making, and accountability.
• Partner with senior leadership to evaluate investment opportunities, develop business cases, define success measures, and ensure intended business outcomes are realized.
• Own business analysis strategy and execution across multiple programs, portfolios, and enterprise initiatives, aligning work with organizational objectives and value realization goals.
• Provide strategic oversight for Epics, Features, and related requirements artifacts throughout their lifecycle, ensuring alignment with enterprise priorities, funding commitments, delivery objectives, and measurable outcomes.
• Lead complex requirements discovery, analysis, facilitation, and modeling across business domains to shape scalable solutions for enterprise-wide challenges.
• Advise leadership on initiative prioritization, funding decisions, resource allocation, business value measurement, and portfolio tradeoffs.
• Review and guide business cases, contracts, architectural artifacts, and program deliverables for alignment with strategic objectives, operational goals, and compliance requirements.
• Analyze operational, financial, and business performance data to identify trends, risks, opportunities, and recommendations for enterprise decision-making and continuous improvement.
• Establish strategic estimates, funding assumptions, business value metrics, and outcome measures for large-scale initiatives, change requests, and investment decisions.
• Identify, assess, and proactively manage enterprise-level risks, dependencies, issues, and decision points that affect program and portfolio success.
• Provide executive-level reporting, insights, and recommendations regarding business outcomes, delivery performance, risks, dependencies, and strategic objectives.
• Guide business and technology leaders in evaluating business impacts, solution alternatives, tradeoffs, and organizational change implications.
• Lead adoption of AI-enabled tools, advanced analytics, automation capabilities, and emerging technologies to modernize business analysis, improve decision-making, and accelerate value realization.
• Establish, govern, and continuously improve business analysis methodologies, standards, tools, templates, and best practices across the organization.
• Lead and support enterprise transformation, organizational change, mergers and acquisitions, and strategic modernization initiatives.
• Provide leadership, coaching, and mentorship to Business Analysts, Business Operations professionals, and project teams, fostering organizational capability, knowledge sharing, and professional growth.
• Prepare and present strategic recommendations, business insights, and program outcomes to executive leadership and key stakeholders.
