About The Position

Requirements

• Bachelor's degree from an accredited college or university in biology, ecology, botany, environmental science, or a closely related field.
• Valid State of Florida Driver’s License.
• Skills in collaborative problem solving and project management.
• Ability to identify plants, animals, and hydric soils; apply ERP and UMAM rules; and delineate wetlands in accordance with Chapter 62-340, F.A.C.
• Ability to interpret aerial photographs and read maps and engineering drawings.
• Proficiency with ArcMap, Global Positioning Systems (GPS), and basic computer software.
• Technical report and letter writing skills and effective communication.
• Ability to work outdoors in Florida throughout the year, including in extreme conditions and in natural areas with rugged terrain, heavy vegetation, and wet or flooded conditions.

Responsibilities

• Review environmental portions of applications for Environmental Resource Permits, Sovereign Submerged Lands authorizations, and exemption verifications.
• Perform wetland delineations and site inspections; apply the Uniform Mitigation Assessment Method; and review construction plans, mitigation plans, and environmental data.
• Assess sites using aerial photographs, vegetation, soils, and other environmental data.
• Prepare technical staff reports and letters.
• Meet with consultants and applicants before and during reviews to help develop and complete applications.
• Coordinate project reviews with team members and the supervising regulatory scientist, document actions and pertinent information in e-Reg, and keep the supervisor informed about projects of heightened concern.
• Conduct periodic site inspections during and after construction or implementation to monitor environmental conditions.
• Evaluate compliance submittals and monitoring reports, and assess progress in wetland mitigation areas.
• Respond to complaints and public information requests about rule violations and wetland impacts.
• Facilitate resolution of non-compliance issues and perform permit determinations.
• Write technical reports and enforcement actions; review legal documents and coordinate with legal staff.
• Coordinate with compliance team members and supervisors, and document compliance actions and pertinent information in e-Reg.
• Complete assigned work on time, work independently, show initiative in coordinating with co-reviewers, communicate professionally with the public, conduct fieldwork, manage projects, proactively facilitate problem solving, and coordinate with other agencies, departments, and programs.
