About The Position

This Land Rehabilitation and Maintenance (LRAM) Heavy Equipment Operator (HEO) Supervisor position is based at the Pōhakuloa Training Area (PTA) on the Island of Hawaii, in collaboration with Colorado State University and the Center for Environmental Management of Military Lands. The HEO Supervisor will be responsible for overseeing soil stabilization, vegetation management, and training area access improvement activities for Range Division Hawaii at PTA, supporting the Army’s Integrated Training Area Management (ITAM) Program. The role involves operating and supervising the operation of various heavy equipment, including dump trucks, dozers, motor graders, front-end loaders, vibratory compactors, skid-steers, water/glue trucks, and backhoes, specifically for LRAM projects focused on soil stabilization and vegetation management on Army lands. The supervisor will provide daily oversight to subordinate CSU/CEMML LRAM HEO employees at PTA. The work is performed fully in-person at PTA, a 133,000-acre U.S. Army joint/combined arms training facility located on a high-elevation plateau (approx. 6,200 ft) between Mauna Loa, Mauna Kea, and Hualālai.

Requirements

  • Ability to work in-person at PTA on the Island of Hawaii.
  • Pre-employment Criminal Background Check.
  • Must have and maintain a valid driver’s license throughout the course of employment.
  • Must be able to comply with all applicable regulations to obtain and maintain an installation base and/or Department of Defense Common Access Card (CAC) and public trust clearance.
  • Required at a minimum to complete a NACI/SF85 and successfully pass a federal background check.
  • Installation access must be obtained and maintained without restriction for continued employment.
  • Legally authorized to work in the U.S. by proposed start date.
  • Ability to work outdoors and perform strenuous labor under all weather conditions (e.g., heat and humidity).
  • Able to lift 40 pounds repeatedly, without assistance.
  • High school Diploma, General Education Development (GED), or equivalent.
  • At least 5 years’ professional experience in land management operating heavy equipment.
  • Experience running and maintaining heavy equipment such as: 10 to 35 ton dump trucks; dozers; Motor graders; Front-end loaders; Skid-steers; Vibratory rollers; Backhoes; Water/Glue trucks.
  • 2+ years’ experience supervising field crews.
  • Experience documenting and maintaining detailed records and creating electronic reports using the Microsoft Office suite of products.
  • Experience properly loading, securing, and transporting all heavy equipment with a range of trailers on both paved and dirt roads.
  • Experience performing operational, routine, and operator maintenance and inspections on all equipment to maintain operational readiness/safety and to keep machinery, equipment, and tools in good working condition.
  • Experience following directions, working collectively with others as a team, and maintaining safe working standards.

Nice To Haves

  • Demonstrated knowledge and experience necessary to facilitate: Soil Stabilization, Land Clearing, Site Preparation, and Work Site Revegetation.
  • Experience with land rehabilitation, horizontal construction techniques, and erosion practices specific to State and/or EPA approved Best Management Practices (BMPs) required to achieve compliance with the Clean Water Act (CWA).
  • Working knowledge and experience working with the Department of the Army or other federal land-management agencies.
  • Experience working on military lands, specifically in the Integrated Training Area Management (ITAM) program.
  • Experience working in a highly structured organization and knowledge of DoD instructions, directives, guidance, and processes.
  • Pesticide/herbicide application experience and experience in invasive species management.
  • Have a valid and current Commercial Driver's License Class A with tanker endorsement.

Responsibilities

  • Oversee soil stabilization, vegetation management, and training area access improvement activities for Range Division Hawaii at PTA in support of the Army’s Integrated Training Area Management (ITAM) Program.
  • Operate and oversee the operation of heavy equipment such as 10 to 35 ton dump trucks, dozers, motor graders, front-end loaders, vibratory compactors, skid-steers, water/glue trucks, and backhoes for the purpose of completing LRAM projects.
  • Execute Day-to-Day Heavy Equipment Operation Tasks to complete LRAM projects.
  • Reach conclusions on what type of equipment is most appropriate for the job, how best to deploy the equipment to the job site, how best to secure equipment for transport, and what equipment maintenance requirements need to be met.
  • Perform Dust Suppression Methods.
  • Perform Aggregate Application.
  • Perform Ripping/Grading/Shaping.
  • Perform Material Compaction.
  • Create and/or Maintain Turnouts and Diversion Ditches along trails.
  • Perform Ditch Line Establishment/Maintenance.
  • Perform Crowning Trails.
  • Apply Fill Dirt.
  • Perform operational maintenance and inspections on equipment for operational readiness/safety and make minor adjustments as needed, such as checking and replenishing fluids to proper levels, examining and changing filters, changing/sharpening blades, changing/replacing batteries, lubricating equipment, and making necessary adjustments.
  • Perform routine maintenance tasks necessary to keep machinery, equipment, and tools in good working condition, such as changing tires, inspecting, greasing, and cleaning equipment, maintaining fluid levels, changing blades, calibrating equipment and performing other related tasks.
  • Provide daily supervisory oversight for subordinate CSU/CEMML LRAM HEO employees at PTA.
