Installation Fleet and Family Readiness Director

About The Position
The Installation Fleet and Family Readiness Director leads and integrates all Fleet & Family Readiness (FFR/N9) programs at a Navy installation, including Family Readiness, Fleet Readiness, Housing, Child and Youth Programs, FFR Support Services, and Casualty Support. The Director develops and executes the FFR Master Plan, aligning mission-sustaining programs, community support activities, and business activities with installation needs, and advises the Installation Commanding Officer on quality-of-life and quality-of-service funding, services, policy, and long-range planning. The role manages budgets funded by both non-appropriated and appropriated resources, oversees revenue-generating program performance and cost controls, and develops multi-year capital expenditure plans, operational funding requests, and facility improvements. It also directs market research and business strategies to respond to community needs and improve customer engagement and business metrics. The Director develops and executes emergency action and mass-care response plans, coordinates recovery with regional and local resources, and serves as Mass Care Chief or Logistics Section Chief in the Emergency Operations Center during exercises and incidents. This may require standing watch after normal working hours. The Director represents FFR to external agencies, contractors, civilian organizations, and local businesses. The position provides second-level executive oversight of installation FFR program managers and supervises a diverse workforce, including up to six senior professionals and up to five specialists and wage-grade technicians. Responsibilities include performance evaluations, staff development and training, employee relations and disciplinary actions, and maintaining an equitable, harassment-free workplace consistent with EEO policies. A Secret security clearance must be held or obtainable and maintained.
Requirements
- Five years of experience organizing and administering a comprehensive quality-of-life and/or quality-of-service program for a military organization.
- Three years of experience formulating strategic policies and procedures for personnel readiness, community support, mission-sustaining, and quality-of-life programs.
- Three years of experience developing and executing short- and long-range planning for programming and budget execution.
- Must have or be able to obtain and maintain a Secret Security Clearance.
Responsibilities
- Direct and integrate the installation’s FFR/N9 programs, including Family Readiness, Fleet Readiness, Housing, Child and Youth Programs, FFR Support Services, and Casualty Support.
- Develop and execute the FFR Master Plan to align mission-sustaining programs, community support activities, and business activities with installation needs.
- Advise the Installation Commanding Officer on quality-of-life and quality-of-service funding, services, policy, and long-range planning.
- Manage budgets funded by non-appropriated and appropriated resources; oversee program profitability, cost controls, and compliance.
- Develop multi-year capital expenditure plans, operational funding requests, and facility improvement initiatives.
- Direct market research and develop business strategies that address community needs, customer engagement, and business metrics.
- Develop, train for, and execute emergency action and mass-care response plans, coordinating recovery with regional and local community resources.
- Serve as Mass Care Chief or Logistics Section Chief in the Emergency Operations Center during exercises and real-world incidents; stand watch after normal working hours if needed.
- Represent FFR to external agencies, contractors, civilian organizations, and local business communities.
- Provide executive oversight, administrative direction, and policy implementation for installation FFR program managers.
- Supervise a diverse civil service workforce of up to six senior professionals and up to five specialists and wage-grade technicians.
- Conduct annual performance evaluations, manage professional development and training, resolve employee relations or disciplinary matters, and foster an equitable, harassment-free workplace in alignment with EEO policies.
