About The Position

Under the direction of the Allen County Board of Commissioners, the Director of Emergency Management develops, implements and directs a comprehensive preparedness program for Allen County. This position is Not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook. The Director of Emergency Management performs work that is broad in scope and of great intricacy when managing emergency and disaster events within Allen County ensuring compliance with all laws and ordinances. Judgment is needed coordinating efforts with local, regional, state and federal personnel and maintaining homeland security and emergency management plans. The Director of Emergency Management develops and recommends policies and procedures regarding Homeland Security, Emergency Management and emergency operations. Decisions and recommendations are reviewed for overall accomplishment and impact. The Director of Emergency Management maintains frequent contact with other County employees, Federal, State and Local governmental officials and the general public regarding explanation and interpretation of policies pertaining to Federal, State and Local laws concerning Homeland Security and Emergency Management to maintain coordination and service.

Requirements

  • Bachelor Degree in public safety, business administration or related field
  • Five years experience in a supervisory role in public safety, emergency management or security management
  • Demonstrated leadership qualities
  • Must be willing to apply and eligible to receive an United States security clearance
  • Ability to maintain a valid Driver’s License to safely operate an emergency response vehicle
  • Ability to use Microsoft Office and other job related computer software programs
  • In-depth knowledge of Federal and State Homeland Security and Emergency Management programs, initiatives and rules
  • Excellent written and verbal communication skills

Nice To Haves

  • Master Degree in management desired
  • Professional Emergency Manager within two years of employment
  • Hazardous Materials Awareness (Operations or Technician Level desired)

Responsibilities

  • Serves as the Allen County Emergency Management and Disaster Director.
  • Responsible for the organization, administration and operation of the emergency management program for Allen County.
  • Manages emergency and disaster events within Allen County ensuring compliance with all laws and ordinances.
  • Integrates the functions of crisis and consequence management.
  • Determines the County’s strategy for Emergency Management, advising the Allen County Commissioners and other local officials regarding Emergency Management issues and emergency operations.
  • Maintains inventory of reportable chemicals used by businesses and industries located in Allen County.
  • Ensures reporting compliance with Federal and State guidelines, making information available to the general public.
  • Monitors and implements Federal Homeland Security and Emergency Management programs and planning guidelines.
  • Develops plans for responding to a terrorist attack within Allen County.
  • Coordinates emergency assistance following disasters.
  • Expends appropriated funds, initiates contracts, obtains and distributes equipment, materials and property.
  • Facilitates public safety exercises, seminars, workshops and other instructional events.
  • Serves on multiple committees and councils including, but not limited to Emergency Management Advisory Council, Local Emergency Planning Committee, District 3 Planning Council and the Indiana Department of Homeland Security.
  • Provides leadership to ensure coordination of efforts between participating agencies, jurisdictions and organizations to ensure proper interface of preparedness plans.
  • Drafts comprehensive plans and conducts program evaluations.
  • Serves as the contact person for terrorist threats and activities, for the Indiana Department of Homeland Security and the emergency preparedness and planning in Allen County.
  • Facilitates the cooperation and protection of the county through disaster preparedness, response, recovery and mitigation activities.
  • Responsible for the readiness and operation of the Allen County Emergency Operations Center.
  • Maintains liaison with Federal and State Intelligence and Law Enforcement agencies.
  • Supervises two non-supervisory employees including hiring, training, evaluating performance and providing corrective discipline.
  • Performs all other duties as assigned.
