About The Position
This position is in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Federal Coordinated Health Care Office (FCHCO). The Economist, GS-0110-13, analyzes health care financing and delivery issues and the economic effects of CMS policies and programs. The role researches economic issues, analyzes data, prepares reports, and advises CMS policy teams and leadership to support program and policy decisions. The position conducts expert economic research and analysis supporting CMS policy; develops and applies economic methodologies for payment policy analysis; reviews legislation and regulations to assess economic impact; leads or coordinates economic analysis projects and regulatory work; and prepares and presents reports, findings, and policy recommendations. The position has a regular and recurring reporting requirement to the CMS office identified in the announcement. CMS offers flexible working arrangements and the opportunity to participate in alternative work schedules at the manager's discretion. A one-year probationary period may be required. Recruitment and relocation incentives are not authorized.
Requirements
- Be a U.S. Citizen or National.
- Meet any applicable time-in-grade restrictions.
- Males born after December 31, 1959, must be registered for Selective Service or exempt.
- Meet all qualification requirements within 30 days of the announcement closing date.
- Submit a resume of no more than two pages with detailed information relevant to the responsibilities and specialized experience.
- Have at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in the private or public sector. The experience must include leading the development and application of predictive economic models and integrating datasets to analyze healthcare expenditures and trends; directing regulatory impact and cost analyses; and designing and executing evaluations of policy and program effectiveness.
- Meet the education requirement with either a degree in economics including at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus, or a combination of education and experience consisting of courses equivalent to an economics major as described plus appropriate experience or additional education.
- Provide transcripts verifying completion of the educational requirement.
- Current or former Federal employees subject to time-in-grade rules must have served at least 52 weeks at the next lower grade level, as applicable.
