About The Position

The Lead Contract Specialist leads and manages complex procurement activities, contract administration, and strategic sourcing initiatives. This role oversees the solicitation process, negotiates contracts, administers agreements, ensures regulatory compliance, manages supplier relationships, and provides leadership and guidance throughout the procurement lifecycle.

Requirements

  • Bachelor's degree in Business, Public Administration, Law, Engineering, Economics, IT, or a related field (or equivalent experience).
  • 8 years of procurement or contract management experience.
  • Experience with strategic sourcing, supplier relationship management, and contract negotiations.
  • Knowledge of procurement regulations and public contracting requirements.
  • Strong cost analysis, scheduling, and contract administration skills.
  • Proficiency with Microsoft Office, Oracle ERP, procurement systems, and related software.
  • Excellent leadership, negotiation, analytical, and communication skills.

Nice To Haves

  • 3 years of experience within the applicable procurement category
  • Government procurement experience

Responsibilities

  • Lead and manage large and complex procurement projects.
  • Develop procurement strategies with internal stakeholders.
  • Prepare and manage Requests for Proposals (RFPs) and Invitations for Bids (IFBs).
  • Review procurement specifications, contract awards, amendments, and change orders.
  • Coordinate bid and proposal processes, evaluations, and procurement schedules.
  • Analyze bids, conduct cost and price analysis, and negotiate contract terms.
  • Prepare contract award recommendations and procurement documentation.
  • Track procurements through approval and contract award processes.
  • Issue purchase orders and manage procurement documentation.
  • Administer contracts, monitor compliance, and manage contract modifications.
  • Resolve contract disputes, claims, and change orders.
  • Monitor contract performance and oversee contract closeout activities.
  • Maintain procurement records and systems.
  • Coach and mentor procurement staff.
  • Develop expertise in procurement categories such as IT, capital projects, professional services, and equipment.
  • Build relationships with internal departments, suppliers, and business partners.
  • Lead customer service meetings and monitor procurement performance.
  • Prepare reports and perform additional procurement duties as assigned.
