About The Position

Requirements

• Possess an International Code Council (ICC) Building Inspector I Certification at appointment or obtain it within six months of employment.
• Possess a valid California Driver's License at appointment and maintain it as a condition of continued employment.
• Have strong verbal and written communication skills.
• Be able to work independently and consistently meet deadlines.
• Be available on weekends to provide coverage for building and code enforcement.
• Meet the position's physical requirements, including the ability to read and write, make observations, view computer screens and instruments, operate a motor vehicle, communicate by radio, telephone, and in person, use a keyboard and perform related hand tasks, and walk on uneven or sloped surfaces, bend, stand, and climb ladders and scaffolding.
• Have vision and hearing within the normal range, with or without correction.

Nice To Haves

• A bachelor's degree in business, management, engineering, or a related field is preferred.
• Two to three years of experience in code enforcement or planning work is a typical qualifying background; an equivalent combination of education and experience may also qualify.
• English/Spanish bilingual ability is preferred.

Responsibilities

• Review plans submitted with applications for site plans, subdivisions, variances, and special exception requests in collaboration with the Community Development Director to ensure compliance with City codes, ordinances, regulations, state laws, and prior approvals.
• Inspect City premises for compliance with zoning, electrical, plumbing, mechanical, insulation, masonry, and housing codes and ordinances; supervise and maintain records for construction-related permits.
• Conduct interior and exterior field inspections of new construction, remodeling, alterations, additions, repairs, and demolition at residential and commercial properties.
• Inspect building construction, demolition, alterations, renovations, and development projects during work and upon completion to verify compliance with approved plans, specifications, and applicable requirements.
• Periodically patrol the City to monitor for violations of local codes and ordinances.
• Investigate potential violations, gather evidence, question complainants, witnesses, and suspects, compare facts with requirements, make findings, and work with enforcement personnel on recommendations to the Community Development Director regarding warnings, correction notices, or citations.
• Investigate and attempt to resolve complaints involving signage, building occupancy, nuisances, housing conditions, construction, land use, zoning, animals, noise, dumping, clearing, grading, filling, pollution, and other code-related matters.
• Issue necessary notices and orders when violations are verified.
• Assist residents, contractors, engineers, surveyors, and the general public with questions about properties, adopted codes, and City procedures.
• Meet with members of the public, builders, contractors, applicants, professionals, government officials, City staff, and board members to explain code requirements and violations or potential violations and secure compliance.
• Issue building permits, certificates of occupancy, and other related permits; maintain associated records and account for fees due and paid.
