POSITION SUMMARY: The Chief Financial and Strategy Officer (CFSO) provides overall leadership and responsibility for the agency's financial information and analysis, focusing on the strategic and long-term sustainability and growth of Metro West Housing Solutions. The CFSO works in collaboration with the Executive Team and other staff on development of financial and operational strategy, metrics tied to that strategy, future forecasting, and the ability of the organization to maintain, maximize, and grow assets and funding streams, specific to the properties portfolio, Housing Choice Voucher program, and Development finance activities. This position analyzes operating performance against plans, trends, budgets or other standards and provides leadership on implementing plans for operational efficiency.

Requirements

  • Minimum of bachelor's degree in accounting, Business Administration or related degree.
  • Five years of increasingly responsible experience in finance the public or private sector, which provided direct exposure to and substantial working knowledge of housing programs and incentives, financing, planning, development, and public sector regulation processes.
  • Minimum of three years working at the executive level.
  • Minimum of three years supervisory experience.

Responsibilities

  • Collaborates with the CEO and executive team to develop and implement organizational strategies and policies, in line with organizational mission.
  • Works with the CEO and executive team in developing long and short-term goals and financial plans for improving operations.
  • Makes presentations and financial reporting to the CEO and Board of Commissioners as appropriate or requested.
  • Works to develop and execute the organization's financial strategy, aligning it with the organization's overall goals and objectives. Providing financial insights, tools and recommendations to support decision-making.
  • Provides financial analysis, modeling, and projections to support strategic initiatives, operational improvements, and business development opportunities. Assess the financial impact of proposed projects or initiatives and provide recommendations to the CEO, Executive Team and Board.
  • Builds and maintains strong relationships with internal and external stakeholders, including executives, Board members, auditors, regulatory agencies, financial institutions, and investment and development partners. Effectively communicate financial performance, risks, and opportunities to stakeholders as needed.
  • In partnership with the Chief Real Estate Officer, create financing strategies and plans for new affordable housing developments and other initiatives. Assist in the negotiation of transactions with investors to secure equity investments in Low Income Housing Tax Credit (LIHTC) developments. Assist in the negotiation of transactions in other types of development.
  • Leads the development of financial plans, capital expenditure budgets, and long-term financial forecasts. Evaluate and recommend investment opportunities, cost-saving initiatives, and revenue enhancement strategies. Assess the financial viability of new programs, services, acquisitions, and dispositions.
  • Stays updated on changes in housing regulations and reimbursement policies.
  • Oversees all financial functions, including budgeting, forecasting, financial analysis, financial reporting, and internal controls. Ensure timely and accurate financial reporting to the executive leadership team, Board, and external stakeholders.
  • Provides Leadership and guidance to Director of Finance and the Controller, in their oversight of federal program accounting and compliance, accounting and financial statements, audits and the internal accounting system and technologies used to improve operation efficiency.
  • Gives direct supervision and leadership to the Director of Finance and Controller
