About The Position
INTUITIVE Research and Technology Corporation is seeking an experienced Buyer to facilitate purchasing from source selection review and compliance documentation through surveillance of executed purchase orders. The Buyer performs procurement functions, including soliciting requirements and placing and administering purchase orders and subcontracts in compliance with company policies and procedures. The role maintains purchasing policies and procedures in accordance with DCMA-published purchasing rules and other applicable regulatory requirements. The Buyer builds and reviews procurement packages, evaluates sole-source and noncompetitive justifications, competitive bid packages, and commercial item determinations, and makes recommendations for approval. The role also builds request-for-proposal packages, reviews responses, conducts price or cost analysis to determine fair and reasonable pricing, negotiates terms and conditions, and performs compliance activities for the company’s subcontractor and vendor base. The Buyer contributes to negotiation of governing terms and process-improvement initiatives to modernize purchasing.
Requirements
- Bachelor of Science or Bachelor of Arts degree.
- Three years of related purchasing experience.
- Experience with the MS Office Suite.
- Experience with DCMA-compliant purchasing systems and audits.
- Negotiation experience.
- Knowledge of FAR and DFAR.
- Ability to obtain and maintain a security clearance.
Responsibilities
- Facilitate purchasing from source selection review and compliance documentation through surveillance of executed purchase orders.
- Perform procurement functions, including requirement solicitation and placement and administration of purchase orders and subcontracts.
- Maintain purchasing policies and procedures in accordance with company procedures, DCMA purchasing rules, and other applicable regulatory authorities.
- Build and review procurement packages for accuracy and completeness.
- Review noncompetitive or sole-source justifications, competitive bid packages, and commercial item determinations; make recommendations for approval.
- Build request-for-proposal packages and review responses.
- Conduct price or cost analysis to determine fair and reasonable pricing.
- Negotiate terms and conditions and participate in negotiation of governing terms.
- Perform compliance activities for the company’s subcontractor and vendor base.
- Participate in process-improvement initiatives to modernize the purchasing process.
