About the position

The Program Officer will guide, execute, and support community-centered economic inclusion development work for LISC Houston. This role involves building relationships with key organizations and stakeholders, identifying capacity needs of community partners, and providing technical assistance and trainings. The Program Officer will also coordinate program activities with other community development entities, develop and implement neighborhood-driven plans, and fill system and service gaps through strategic partnerships and materials. Additionally, they will manage grant funding, raise the profile of LISC Houston's work, and serve as a subject matter expert in place-based community development.

Responsibilities

  • Co-lead the strategic program design, planning, and implementation for LISC Houston's community-centered economic inclusion and community development work.
  • Build and maintain relationships with key organizations, residents, political figures, and stakeholders.
  • Identify organizational capacity needs of community partners and facilitate the provision of technical assistance and trainings.
  • Coordinate, align, and/or partner on program activities with other community development network entities.
  • Provide guidance, facilitate peer learning opportunities, and build the programmatic capacity, sustainability, and expertise of LISC's current community development neighborhoods.
  • Identify system and service gaps and develop means to fill those gaps through strategic partnerships, guides, toolkits, curriculum, case studies, and other materials.
  • Maintain mutually trusting relationships with local government officials, consultants, contractors, community leaders, residents, and other stakeholders.
  • Lead management of grant funding including overseeing timelines, budgets, deliverables, reporting, communications, coordination, and collaboration with consultants and development leads.
  • Process and monitor grants to CDCs and other non-profit organizations involved in the community development ecosystem.
  • Work with local communications staff to raise the profile of LISC Houston's community development work and advocate for systems change.
  • Serve as a subject matter expert, lead content-specific trainings, participate in affinity/working groups, and act as a subject matter expert on place-based community development trends.
  • Collaborate with team members to integrate work streams across the community development portfolio and identify opportunities to amplify impact and identify gaps.

Requirements

  • Prior experience in place-based economic community development, commercial and/or industrial district revitalization, supporting cross sector partnerships and engagement strategies, federal resources and programs, ecosystem building, data analysis, and comprehensive community development
  • Ability to co-lead strategic program design, planning, and implementation for community-centered economic inclusion and community development work
  • Strong relationship-building skills with key organizations, residents, political figures, and stakeholders
  • Knowledge of organizational capacity needs of community partners and ability to facilitate the provision of technical assistance and trainings
  • Experience in coordinating, aligning, and partnering on program activities with other community development network entities
  • Ability to provide guidance, facilitate peer learning opportunities, and build programmatic capacity, sustainability, and expertise

  • Strong project management skills, including grant management, overseeing timelines, budgets, deliverables, reporting, and communication

  • Collaborative mindset and ability to integrate work streams across community development portfolio and identify opportunities to amplify impact and address gaps.
