About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management. The Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning. A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently. The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio. The mission of the Environment, Health, Safety and Security (EHS&S) Division is to minimize risks, assure compliance with regulatory standards, and promote a culture of safety, health, and environmental stewardship. EHS&S focuses on reducing environmental impact, promoting employee health, preventing workplace incidents, and safeguarding physical and information security. Core functions include risk assessment, safety training, environmental stewardship, health monitoring, emergency preparedness, and implementing security measures. EHS&S fosters a culture of safety, maintainability, and continuous improvement, ensuring operational efficiency, regulatory compliance, and long-term organizational resilience.

Requirements

  • BS/BA and 7 years of relevant experience -OR- MS/MA or higher and 5 years of relevant experience -OR- AA and 16 years of relevant experience -OR- HS/GED and 18 years of relevant experience
  • Qualifying experience supporting the areas of: technology protection, facility security, access control, information security, technical security, personnel security, compliance surveys and assessments, risk assessment, incident investigation and response, or patrol operations and alarm response.
  • Experience must be through work with Department of Energy, Department of Defense, Homeland Security, intelligence community or military operational security, investigations, federal/state/local law enforcement or commercial/industrial security.
  • Ability to obtain and maintain a DOE Q security clearance (access authorization) and may need to qualify for additional access authorizations.
  • Willing and able to work rotating and flexible shifts, during all hours of operation, as well as providing absence coverage outside of normal shift routines.

  • Subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Subject to pre-employment drug testing, and post-employment random drug testing.
  • Able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
  • Valid state-issued driver's license
  • Possess mental, sensory, and motor skills, and be medically fit, as required to safely and effectively perform all normal and emergency response job duties.
  • Able to pass a pre-employment (and biennially thereafter) physical and psychological exam per 10 Code of Federal Regulation part 1046.
  • Strong written and verbal communication skills with a working knowledge of various sponsor, governmental, and Laboratory procedures and requirements.
  • Comprehensive understanding of applicable Department of Energy (DOE) orders, Contractor Federal Regulations (CFR) and policies, and a detailed understanding and knowledge of all aspects pertaining to the PF Program.

Responsibilities

  • Implementing and maintaining policies, training and the performance of the Pacific Northwest National Laboratory (PNNL) PF Program in support of PNNL’s PF Program Manager.
  • Working independently to provide support activities for all elements of the PF Program by providing programmatic, technical, and operational oversight of PF Program elements, including the staffing, and support for the Security Operations Center (SOC) and technical expertise relating to policy development, records management, and investigations.
  • Acting as the PF Program Manager when delegated.
  • Conducting detailed and thorough analyses and assessments.
  • Directs, establishes, and maintains the assigned programs and program resources for the PF Program, as well as leading staff as necessary in fulfilling program responsibilities.
  • The development and support of a variety of Protective Force Program elements.
  • Programmatic oversight of the PF training program; policy compliance and development, records, and reporting.
  • Programmatic oversight of the PF performance testing, assessments, and corrective actions; policy compliance and development, tracking, and implementation.
  • Technical expertise of all PF areas of performance; communications systems (phone, radio, emergency call stations, mass communications system), alarm monitoring (associated systems) and response, access control, computer-aided dispatch, and camera systems.
  • Qualify and maintain proficiency as a PF Security Officer (SO) and may be on-call to support staffing and PF emergencies.
