About The Position

The State Comptroller’s office plays a critical role in managing the state's finances which range from paying state employees to balancing the state’s checkbook and working with local units of government in distribution of tax dollars. The State Comptroller is critical to developing year-end financial reports, and manages the Indiana Transparency Protal. The incumbent serves as General Counsel for the Office of Indiana State Comptroller (Comptroller) providing legal advice, reviewing policy and and compliance matters along with coordinating with the executive team on legislative matters, including drafting legislation as necessary. Other responsibilities include coordinating with state agencies on legal and statutory changes in areas relevant to Office operations. The General Counsel works alongside all departments to ensure compliance with existing laws and regulations. Areas of note include local government tax disbursements and garnishments. The General Counsel manages office contracts, negotiations and public records requests.

Requirements

  • Advanced knowledge of laws, legal codes, court procedures, and precedents.
  • Understanding of the Comptroller’s purpose and strategies.
  • A strong knowledge of State programs and resources, public policy, and program evaluation.
  • Ability to develop and/or measure program outcomes.
  • Excellent writing and communication skills and be able to present ideas and opinions clearly in verbal, written, and electronic form.
  • Strong leadership skills.
  • Ability to establish and maintain effective working relationships with fellow agency employees.
  • Ability to treat all state employees with courtesy and respect.
  • Ability to create, maintain, and improve the culture of teamwork, excellent customer service, and cost-effective use of the people’s resources.
  • Ability to discharge all job responsibilities with integrity.
  • Bachelor’s degree.
  • Admission to the Indiana State Bar plus 5 years professional experience within a government setting.

Responsibilities

  • Provide legal assistance in the drafting of legal opinions, documents, agency policy, rules and regulations, resolutions, and other legal or related papers upon request.
  • Key member of the legislative team, coordinating with Deputy Comptrollers and External Affairs Director on all matters, including drafting legislation impacting the Office and providing legal analysis of pending legislation.
  • Draft contracts, ensuring compliance with public records requests, and assisting with legislative inquiries.
  • Conduct legal research and prepare reports on various topics as requested by the Comptroller and management team.
  • Manage agency litigation and coordinate legal matters with outside counsel as necessary.
  • Ensure timely communication on matters within the incumbent’s responsibilities that are likely to have an impact on the agency.
  • Operate assigned areas in a manner that enhances the agency’s ability to provide fast, accurate, and friendly customer service to the people of the State of Indiana.
