About The Position

The Tribal Transportation & Trust Coordinator is responsible for the administrative and business activities of the Peoria Tribes Tribal Transportation Program (Roads). This role involves a wide range of skills, requiring intensive project and construction management, independent work with minimal supervision, and adherence to state/federal regulations and administration policies. The position often deals with confidential matters and tight deadlines, necessitating close cooperation with various contacts including Tribal personnel, officials, federal/state agencies, contractors, engineers, and the public.

Requirements

  • High School Diploma or Equivalent.
  • Either an Associate's Degree in a related field with three (3) years of relevant work experience; OR five (5) years of relevant experience and/or training in a related field.
  • Computer experience, with emphasis on Microsoft Word, Excel, and working in a networked environment.
  • Submit to and clear an alcohol/drug screen and random testing as per policy.
  • Valid Driver’s License and Insurance.
  • Adhere to all work rules, policies & procedures, and safety standards.
  • Efficiently follow general shop safety rules and regulations.
  • Maintain a safe and healthy work environment including wearing Personal Protective Equipment.

Responsibilities

  • Perform a wide variety of administrative and project management functions for the Transportation Program (Roads).
  • Work with department staff, consultants, and engineers to prioritize and update the Peoria Tribes' Tribal Transportation Improvement Program (TTIP) as needed, at least once every 4 years as required by 25 CFR 170.
  • Work with GIS Consultant and Analyst to maintain and update the Road Inventory Field Data System.
  • Conduct public meetings when necessary for new projects with new routes.
  • Conduct updates to the Long-Range Transportation Plan as needed to include new projects or routes as required by federal regulations.
  • Submit all updated TTIP's and Road's inventory to the Business Committee for approval by Resolution for final submittal to the Bureau of Indian Affairs by the federal statutory deadlines.
  • Plan, develop and implement transportation construction and maintenance projects, including roads, bridges, trails, pedestrian and bicycle facilities, parking lots, storm water systems, and street lighting. Provide the Bureau of Indian Affairs updates on all phases of the projects.
  • Administer the process for NEPA compliance on all Transportation projects, construction, and maintenance.
  • Assist in the oversight of construction contract management, including collection and certification of related payroll, conducting required reviews and interviews, daily contractor reports, and tallying all quantities of rock and asphalt tickets and all required federal documentation for project compliance.
  • Assist in developing, editing, and advertising all bid and contract documents for construction and maintenance projects per the Peoria Tribes procurement policies and federal regulations.
  • Perform all project management activities through the administrative process with on-the-ground project monitoring of contractor activities.
  • Develop Tribal Transportation program budgets for administration, construction, and maintenance.
  • Help develop project cost estimates and specifications with engineering firms.
  • Ensure compliance with all applicable federal Tribal Transportation Program laws and regulations.
  • Manage all contracts pertaining to the Transportation Program and, when appropriate, the Planning Department.
  • Oversee the Program's property management, including proper accounting of capital equipment and high-value equipment and property, and disposal of excess, damaged, or otherwise useless equipment and property.
  • Perform contract administrative duties including review and certification of contractor invoices, fund accounting, and processing of all contract documents and project change orders.
  • Create partnerships and collaborate with federal, state, county, city, and other transportation stakeholders to maximize opportunities to implement the Tribes' transportation improvement priorities.
  • Perform overall work planning, establish work schedules and priorities, assign and review work for direct report staff.
  • Accomplish other tasks within the scope of work as called upon.
