About The Position

Serves as the supervisor and primary senior analyst in Construction Division pertaining to the construction programming, funding, reporting, and estimating function. Is the principal point of contact for all funding transactions and Construction Division work directives, including project manager directives (PMDs), funded and ordering work items, and other similar work requests. Duties Manages and directs the programming in the Corps of Engineers Financial Management System (CEFMS) of the financial activities of Construction Division. Personally and through team members, provides critical funding/financial information to managers and supervisors so that contracts are completed within allotted fiscal guidelines. Supervises and directs the activities of the team and lower-graded employees in collecting, recording, abstracting, and analyzing various data concerned with district construction for the purpose of preparing and providing input to required reports. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees. Responsible for such duties as program analysis, funds forecasting, programming of funds, estimating and processing contractor payments, and coordinating these with other necessary segments of the district.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One year of specialized experience which includes at least two of the following: 1) Managing program funds or forecasting budgets within an enterprise financial system to meet organizational financial targets; OR 2) Auditing contractor payments or construction progress schedules to ensure compliance with contract terms or funding limitations; OR 3) Analyzing program performance data to recommend corrective actions for resolving operational discrepancies.
  • Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
  • For the GS-12 you must have 52 weeks at the GS-11 level.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
  • Direct deposit of pay is required.
