About The Position

This position is for a Supervisory Program Analyst within the Taxpayer Services division, specifically in the TS - CAS-Customer Account Services- Submission Processing Headquarters PMPA Monitoring Section. The role involves planning, assigning, and evaluating the work of subordinates, providing guidance and training, and identifying developmental needs. The analyst will be responsible for analyzing, evaluating, and improving program operations that support the agency's tax administration mission. This includes conducting research and technical analysis of policies, procedures, and operational data to assess program effectiveness, identify trends, and recommend improvements. The position involves reviewing program performance metrics, preparing analytical reports, interpreting regulatory guidance, and providing technical support to management. Collaboration with cross-functional teams to resolve technical issues and preparing briefing materials for leadership are also key aspects of the role. The analyst will conduct data analysis using internal systems to identify patterns, assess risks, and support decision-making, playing a crucial role in strengthening program integrity and operational effectiveness.

Requirements

  • One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband IR-5 or GS-13 grade.
  • Experience demonstrating management/leadership, such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of program objectives with combined technical and administrative oversight.
  • Experience gained through work as a project/program manager, team lead, project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, and providing day-to-day guidance, training, and/or oversight of peers or others.
  • Experience applying regulations, official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position.
  • Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.
  • Utilizing planning methods and techniques to initiate, plan, direct, and manage the functions and employees of assigned organizations.
  • Assigning work to subordinates based on priorities and selective consideration of difficulty and requirements of assignments.
  • Providing technical advice, assistance, and consultation to negotiate and resolve controversial matters.
  • Developing comprehensive action plans and schedules for short- and long-range project implementation, ensuring alignment with Service goals, priorities, and policies.
  • Developing briefings and talking points for executives based on data from multiple report and data sources.
  • Must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate (Time After Competitive Appointment - TACA).

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.

  • Initiate ways to improve production, work processes, and/or to increase the quality of the work directed.
  • Analyze, evaluate, and improve program operations that support the agency's tax administration mission.
  • Conduct detailed research and technical analysis of policies, procedures, and operational data to assess program effectiveness, identify trends, and recommend improvements.
  • Review program performance metrics, prepare analytical reports, and interpret complex regulatory guidance.
  • Provide technical support to management by evaluating program requirements, developing process improvements, and assisting in the implementation of new initiatives or system changes.
  • Analyze operational workflows, monitor program performance indicators, and collaborate with cross-functional teams to resolve technical issues.
  • Prepare briefing materials, policy summaries, and recommendations for leadership.
  • Conduct data analysis using internal systems and reporting tools to identify patterns, assess risks, and support decision-making.
  • Interpret complex program data, develop technical documentation, and communicate findings clearly to stakeholders.
  • Evaluate policies, procedures, and operational outcomes to strengthen program integrity and improve operational effectiveness.
